<br />Regular Meeting <br /> <br />December 14, 2005 <br /> <br />135. <br />Page 5 <br /> <br />would cost an additional $80,000 00 Mr Bose stated he is concerned with <br />I the endangered species of the San Marcos River Mr Shipley stated he will <br />work responsibly with the appropriate agencies to protect the endangered <br />species of the river Mr Jones inquired as to the maintenance of the <br />other projects his company has done Mr Shipley stated the first project <br />his company did was in 1978, and no maintenance has been needed since the <br />construction was completed Mr Mihalkanin stated he has concerns with <br />Option 1, repair of the dam, because of the life of the repairs Mr <br />Thomaides inquired as to the dam life Steve Purkeypile, Engineer with <br />R J Brandes Company, stated the life of the repairs is 50 years, but this <br />dam lasted 100 years He stated the dam is in the state of collapsing and <br />feels the dam life can be extended another 100 years with the proper <br />repairs Mr Jones inquired as to the cost of repairs varying by 50% Mr <br />Shipley stated the project would not exceed $450,000 00, but his company <br />has not fully investigated the entire dam and walls of the river Mr <br />Taylor stated State Law will not allow a single engineering firm to handle <br />the design and construction He stated there will need to be a separate <br />process for construction The Council then voted unanimously for the <br />denial of the Resolution The Council agreed unanimously to pursue the <br />rapids proposal, option 2 The Council also agreed by consensus to <br />negotiate a contract for engineering services with Mr Shipley and to bring <br />the contract back for ratification on the next Regular Meeting scheduled <br />for Monday, January 9, 2006 <br /> <br />I Mayor Narvaiz introduced for consideration Item 10, removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 2 OF THE CITY CODE TO ADOPT A NEW DIVISION 18 OF <br />ARTICLE 3 TO ESTABLISH A BEAUTIFICATION COMMISSION; AND INCLUDING <br />PROCEDURAL PROVISIONS <br /> <br />Mr Jones moved for adoption of the Ordinance on third and final reading, <br />and Mr Mihalkanin seconded the motion Mr Mihalkanin inquired as to the <br />number of members Mr Taylor stated there are seven members with <br />qualifications Mr Mihalkanin stated he feels this Commission needs to be <br />advertised so the City finds qualified members Mr Jones inquired as to <br />the need for this Commission Mayor Narvaiz stated this Commission is <br />being created to help the City on programs, policies and activities for <br />maintaining and enhancing the visual quality of the City The Council then <br />voted unanimously for adoption of the Ordinance on third and final reading <br /> <br />Mayor Narvaiz introduced for consideration Item 15, removed from the <br />I consent agenda, adoption of a Resolution, the caption which was read as <br />follows <br />
