<br />Regular Meeting <br /> <br />December 14, 2005 <br /> <br />1 37. <br />Page 7 <br /> <br />agreement rather than a per attachment agreement He stated Century tel has <br />I reduced their rates and rates are now frozen, which will not allow these <br />increases to be offset to the customers Mr Thomaides inquired as to the <br />pole study the City did to determine the cost for the City poles and for <br />Century tel poles Mr Taylor stated an independent contractor counted each <br />pole and their attachments, and then the Council decided to go with a per <br />attachment agreement He stated the $6 00 cost does not cover the City <br />cost for repairs and new poles He stated the $6 00 is in line with the <br />other coops in the area Mr Bose inquired whether San Marcos will be <br />behind what other municipalities charge Kyle Dickie, SMEU Assistant <br />Director, stated other municipalities generally charge less, but they have <br />been charging per pole for awhile and San Marcos is behind The Council <br />then voted unanimously for adoption of the Resolution <br /> <br />Mayor Narvaiz introduced for consideration Item 18, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF A DONATION AGREEMENT BETWEEN THE <br />CITY AND LEADERSHIP SAN MARCOS FOR AN ELECTRONIC MESSAGE BOARD SIGN, <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT, AND DECLARING <br />AN EFFECTIVE DATE <br /> <br />IMr Guerrero moved for adoption of the Resolution, and Mr Thomaides <br />seconded the motion Johnanna Haley, Leadership San Marcos, stated <br />Leadership San Marcos Class of 2006 is proposing to raise funds and <br />construct an electronic message board sign outside the San Marcos Activity <br />Center that will be double-sided Mr O'Leary stated the Leadership Class <br />wants to raise funds for the sign, and once it is built, provide some <br />advertisement on the sign for the sponsors, which the details have not been <br />worked out yet Mr Mihalkanin inquired as to the recommendation from the <br />Parks and Recreation Board Rodney Cobb, Parks and Recreation Department <br />Director, stated the Parks and Recreation Board has not been able to meet <br />to discuss this proposal, but several of the Board Members have seen the <br />proposal and have expressed their interest in the project Mr Thomaides <br />thanked the San Marcos Leadership for proposed sign and for all their help <br />in the past Mr Guerrero also thanked the San Marcos Leadership for all <br />their hard work Mr Bose inquired as to the plans to blend in with the <br />proposed Sculpture Garden Mr Cobb stated this sign and the Sculpture <br />Garden will not be located in the same area, but there are plans for both <br />projects to blend together On roll call the following vote was recorded <br /> <br />I::: <br /> <br />Thomaides, Mihalkanin, Narvaiz, Diaz, Jones and Bose <br /> <br />None <br />
