<br />138. <br />Regular Meeting <br /> <br />December 14, 2005 <br /> <br />Page 8 <br /> <br />ABSTAIN <br /> <br />Guerrero <br /> <br />Mayor Narvaiz introduced for consideration Item 13, removed from the 1 <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN THE CITY AND ALAN PLUMMER ASSOCIATES, <br />INC FOR THE PROVISION OF PROFESSIONAL ENGINEERING SERVICES IN <br />CONNECTION WITH THE EXPANSION OF THE CITY'S SURFACE WATER TREATMENT <br />PLANT, AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON <br />BEHALF OF THE CITY, AND DECLARING AN EFFECTIVE DATE <br /> <br />Mr Jones moved for adoption of the Resolution, and Mr Guerrero seconded <br />the motion Mr O'Leary stated the agreement between the City and <br />Guadalupe-Blanco River Authority provides for the City expansion of the <br />surface water treatment plant at the request of either party On September <br />8, 2005, GBRA provided a written request to expand the plant to 18 MGD He <br />stated Staff has met with GBRA to discuss the expansion scope and the <br />selection of an engineering consultant He stated APAI was the original <br />design engineer for the surface water plant and recently prepared the <br />design of the City's expansion of the plant to 9 MGD APAI was selected <br />for this design contract based upon their previous performance and ability I <br />to complete the design in time for GBRA's operational deadline of March, <br />2007 Ms Anderson stated this is a fast track process and GBRA is <br />considering a 12 million gallon per day expansion The Council then voted <br />unanimously for adoption of the Resolution <br /> <br />Mayor Narvaiz introduced for consideration approval of seven appointments <br />to the Beautification Commission Mr Guerrero moved to table the <br />appointments to the Regular Meeting scheduled for January 9, 2006, and Mr <br />Thomaides seconded the motion, which passed unanimously <br /> <br />Mayor Narvaiz introduced for consideration a public hearing to receive <br />citizen comments on the Community Development Block Grant 2004 Consolidated <br />Annual Performance and Evaluation Report (CAPER) Mayor Narvaiz opened the <br />public hearing and asked if anyone wished to speak No one did, so Mayor <br />Narvaiz closed the public hearing <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />a Resolution, the caption which was read as follows <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ISSUANCE OF A LIMOUSINE SERVICE CERTIFICATE TO GARY P <br />FREEMAN, D/B/A LAVISH LIMOS, FOR THE PROVISION OF LUXURY LIMOUSINE 1 <br />SERVICE IN THE CITY; AND DECLARING AN EFFECTIVE DATE <br />
