<br />Public Comment website and by mail to the USFWS Austin Ecological Services Field Office.
<br />1.7.4 Collaboration with Other Jurisdictions, Regional
<br />Planning Efforts, Other Entities
<br />As potential recipients of the ITP permit, the EAA, SAWS, the City of San Marcos, the City of
<br />New Braunfels, and Texas State University will be responsible for the development,
<br />implementation, and monitoring of specific minimization and mitigation measures in this HCP. In
<br />addition, ongoing and proposed water infrastructure projects may require future collaboration
<br />not only between existing EARIP stakeholders and ITP Applicants, but also with other
<br />jurisdictions and planning entities. For example, permits will be required from the Texas Parks
<br />and Wildlife Department (TPWD) and the US Army Corps of Engineers for many of the
<br />restoration activities. An antiquities permit will also be required from the Texas Historical
<br />Commission to identify any potential cultural resources impacts from these activities.
<br />Further, ongoing and planned transportation projects that will involve direct, indirect, and
<br />cumulative impacts over the Aquifer may require collaboration with various Metropolitan
<br />Planning Organizations (MPOs), Regional Mobility Authorities (RMAs), Texas Department of
<br />Transportation, Federal Highway Administration, and various city and county governments.
<br />Coordination and collaboration may also be needed with private and public development
<br />interests concerning regional planning for development over the Contributing and Recharge
<br />zones of the Aquifer. Consultation with other Federal, state, and local agencies with mandated
<br />natural and cultural resource protection responsibilities will also be required. Consultation
<br />between the USFWS and the Texas State Historic Preservation Officer (SHPO) will be
<br />necessary under § 106 of the National Historic Preservation Act regarding the impacts of the
<br />Covered Activities affecting the archeological sites in the Comal and San Marcos spring
<br />systems. It is our understanding that requirements coming out of this consultation will be passed
<br />on to the Applicants through the Incidental Take Permit.
