I I I acceptance of wntten matenals prepared by the Engmeer and/or Its subconsultants, contractors, and subcontractors m connectIOn wIth thIS Agreement WIll not dImIlllsh the Engmeer's responsibIlIty for the matenals. 1 1 6 The City has contracted wIth the Guadalupe Blanco RIver Authonty ("GBRA" or the "Operator") for operatIon of the City's Surface Water Treatment Plant. Engmeer wIll perform all of ItS servIces m coordmatIOn WIth the CIty and the Operator 1.2 PHASE 1- PRELIMINARY DESIGN The Engmeer WIll 1.2 1 Develop a wntten program for the ProJect to ascertam the CIty'S and the Operator's needs and to establIsh the reqUIrements for the ProJect. 1.2.2 ProvIde a prelImmary evaluatIOn of the ProJect, constructIOn schedule and constructIOn budget reqUIrement, each m terms of the other 1.2 3 ReVIew WIth the CIty and the Operator the alternatIve approaches to deSIgn and constructIon of the ProJect. 1.2 4 Attend a kickoff meetmg m San Marcos WIth the CIty and the Operator to dISCUSS the ProJect approach, schedule, and Issues IdentIfied as well as alternatIves aVailable, constructIon sequence, and related Issues. 1.2 5 Perform water qualIty modelmg for the CIty'S dIstributIOn system usmg the CIty'S eXIstmg water dIstributIOn system model to estImate trihalomethanes ("THM") and halo acetIc aCId ("HAA") mformatIOn based on system water age. In addItIon, the Engmeer WIll also mvestIgate the potentIal for llltnficatIon and corrOSIOn Issues m the dIstributIOn system. The Engmeer's evaluatIOn wIll meet the reqUIrements of the Draft IllltIal DIstributIOn System EvaluatIOn ("IDSE") GUIdance Manual of the EnVIronmental ProtectIon Agency ("EP A") PreparatIOn of the IDSE report IS not mcluded. The Engmeer WIll also evaluate the proposed GBRA system to determme If chlorammes may be necessary for dIsmfectIOn to reduce THM and HAA formatIOn. The Engmeer wIll perform one total tn-halomethanes ("TTHM") potentIal test on the filllshed water to use m evaluatmg the THMIHAA potentIal m the San Marcos dIstributIOn system or the GBRA transmISSIOn system. If It IS determmed by the Engmeer that modIficatIOns to the dIsmfectIOn protocols are reqUIred, the Engmeer wIll IdentIfy Improvements that WIll need to be made at the CIty's well sources, m addItIon to the well sources of GBRA customers. 1.2 6 Prepare for CIty and Operator's approval, a PrelImmary DeSIgn Memorandum conSIstIng ofprelImmary deSIgn calculatIOns for chemIcal feed rates (Powdered ActIvated Carbon ["PAC"], fluonde, chlonne, sodmm chlonde, and also for LIqUId Ammolllum Sulfate ["LAS"]), hydraulIc profiles, prelImmary process and mstrumentatIOn dIagrams ("P&ID") of each eqUIpment system, prelImmary layout drawmgs for the clanfiers, filters, hIgh servIce pumps, clearwell, sludge ponds, and chemIcal feed areas, and a ProJect ImplementatIon schedule In addItIon, the Engmeer WIll reVIew the Plant control system to determme whether upgrades m the control ,PAl S lrface W lter Expansion 2
