Engmeer wIll not Issue change orders not prevIOusly approved m wntmg by City, and no course of conduct on the part of Engmeer or City wIll amend, Waive or alter thIS prOVISIOn. 1 4 18 Conduct profeSSIOnal mspectIOns to determme the dates of substantIal completIon and final completIOn for the ProJect, to evaluate the work for acceptable conformance wIth the constructIOn contract documents and m lIght of any subsequent tests performed as described m SubsectIOn 1 4 14 to venfy that any mmor deVIatIons from the constructIon contract documents as described m SubsectIOn 1 4 14 have been corrected and that the reasons for any speCIfic qualIficatIons m any and all prevIOUS certIficates for payment as described m SubsectIon 1 4 14 hereof are eIther no longer valId or the condItIon(s) and/or problem(s) have been corrected, wIll receIve and reVIew wntten warrantIes and related documents reqUIred by the constructIon contract documents and assembled by the Contractor; WIll Issue final certIficates for payment or take other appropnate actIOn, and WIll make a wntten recommendatIOn to the CIty regardmg CIty'S acceptance of the ProJect. 1 4 19 ReqUIre the submISSIOn by the Contractor, and subcontractors performmg work on the ProJect SIte, of penodIc wage rate payment reports and aSSIst the CIty m venfymg complIance WIth federal and state wage rate reqUIrements for the ProJect; and notIfy the City of any noncomplIance, or of the failure by the Contractor or subcontractor's to make submISSIOns. 1 4.20 Prepare, or cause to be prepared, and submIt to the CIty a set of reproducible record drawmgs showmg SIgnIficant changes m the work made dunng the constructIon phase 1 4.21 ASSISt the City m ensunng that all notIces and SIgnS reqUIred and prOVIded by the City are posted m the appropnate locatIons at the ProJect SIte by the Contractor 1 4.22 Conduct final mspectIOn WIth the CIty and prepare a punch lIst prIor to final acceptance by the City 1 4.23 The extent of the duties, responsibIlItIes and lImItations of authonty of the Engmeer as the City's representatIve dunng constructIOn wIll not be modIfied or extended after the constructIon contract documents have been authonzed by the CIty to be competItIvely bId WIthout wntten consent of the CIty and the Engmeer and WIth notIce to the Contractor 1.5 PHASE 4 - STARTUP ASSISTANCE AND WARRANTY SERVICES The Engmeer wIll 1 5 1 ASSISt the CIty and the Operator dunng the startup of new eqUIpment and prepare an operatIon and process descnptIOn memorandum for the modIfied faCIlItIes. 1 5.2 Make five (5) SIte VISItS dUrIng the startup penod to observe performance, partICIpate III meetmgs to IdentIfy and/or to resolve Issues and aSSIst m troubleshootmg. ThIS task mcludes 50 APAI Surface Water EKpansion 8
