<br />CDBG HOUSING REHABILITATION <br />PROGRAM OVERVIEW <br />(Proposed revisions - 3/27/00) <br /> <br />General Information <br /> <br />The Department of Planning and Development Services of the City of San Marcos <br />administers a Housing Rehabilitation Program with funds provided by the U.S. Department of <br />Housing and Urban Development (HUD) through the Community Development Block Grant <br />Program (CDBG). The CDBG Program is authorized through Title I of the U.S. Housing and <br />Community Development Act of 1974, Sec IOI(c) and has as its primary objective, the <br />development of viable urban communities. This is achieved by: <br /> <br />1. The elimination of slums and blight together with the prevention of blighting <br />influences and the deterioration of property, neighborhood and community facilities <br />of importance to the welfare of the community and which principally benefit persons <br />of low and moderate income; <br /> <br />2. The elimination of conditions which are detrimental to the health, safety and <br />welfare of the public, through code enforcement, demolition, interim rehabilitation <br />assistance, and related activities; <br /> <br />3. The conservation and expansion of the nation's housing stock in order to provide <br />a decent home and a suitable living environment for all persons, but principally <br />those of low and moderate income. <br /> <br />4. The creation and expansion of economic opportunities for persons and families of <br />low and moderate income. <br /> <br />Within these general goals, the City of San Marcos, Department of Planning and <br />Development Services seeks to provide its citizens of low and moderate income with an <br />opportunity to obtain safe, decent, sanitary and suitable living conditions through its Housing <br />Rehabilitation Program. Households that may be assisted are those which chiefly reside within <br />the designated Low/Mod Income Service Areas, and who qualify under established family <br />income guidelines as determined by HUD. <br /> <br />Program Goals/Objectives <br /> <br />The overall goal of the Department of Planning and Development Services Housing <br />Rehabilitation Program is to improve and beautify San Marcos' housing stock and provide safe, <br />decent, and affordable housing for low and moderate income residents. Program goals will be <br />met through the implementation of the following program: <br /> <br />1. Housing Rehabilitation Grant Program - Program provides for a grant up to $2,500 <br />$3,000 to rehabilitate and bring to standard condition a single-family housing unit, which <br />
