<br />C. The difference in cost between improvements for the detention standards for a <br />25-year storm event and the addition of improvements for a to-year storm event <br />shall be documented by clear delineation of the additional improvements in the <br />construction plans and specifications and by a copy of the bid proposal from the <br />contractor indicating the cost of the additional improvements. <br /> <br />5. Eligibility. To be eligible for a credit, the following requirements must be met: <br /> <br />A. The user's property must be served by drainage improvements designed to <br />detain both a to-year storm event and a 25-year event to the property's pre- <br />development runoff rate. The improvements must be constructed in accordance <br />with plans approved by the City, and the improvements must be inspected and <br />approved by the City upon completion. <br /> <br />B. The user must properly maintain the drainage improvements. Sediment <br />accumulations must be removed annually to restore design elevations. Vegetation <br />must be maintained with irrigation and regular mowing. Failure to properly <br />maintain the improvements will result in termination of the credit. <br /> <br />6. Burden of Proof. The user has the burden of proof when applying for a credit and <br />must provide all information required by the Director of Public Works to make <br />determinations under this policy. Failure to provide information requested by the <br />Director is a sufficient reason to deny a requested credit. <br />
