<br />102 <br /> <br />RESOLUTION NO. 2000_127R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING THE COMPOSITION OF AND THE <br />CHARGE TO THE DEVELOPMENT ORDINANCE REVIEW TASK <br />FORCE; AND DECLARING AN EFFECTIVE DATE <br /> <br />RECITALS: <br /> <br />1. The City Council created the Development Ordinance Review Task Force (the "Task Force") <br />in Resolution 1998-243R, and revised the composition of the Task Force in Resolution 1999-7R, and <br />extended the duration of the Task Force in Resolution 1999-248R to December 31,2000. <br /> <br />2. The City Council wishes to restate and revise the resolutions pertaining to the Task Force. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS. TEXAS: <br /> <br />PART 1. Back2round: Creation of Task Force. <br /> <br />(a) The City is in the middle of the most rapid period of growth in its history. New building <br />permits have averaged over a million dollars per week for the last four years. Approximately 1,000 <br />persons are added to the City's population annually. Given the City's strategic position between two of <br />the fastest growing major cities in the country, Austin and San Antonio, this growth can only be <br />expected to intensify over coming years. The question for San Marcos is not whether we will grow, but <br />how well we will grow. <br /> <br />(b) Growth brings both opportunities and challenges to a community. The opportunities include <br />increased economic prosperity in the form of new jobs, additional tax base and increased housing, <br />shopping and employment choices for the citizens of the community. The challenges include keeping up <br />with the demand for new roads, new infrastructure and new services, while, at the same time, protecting <br />the unique quality of life and environmental resources that makes San Marcos a very special place to <br />live. <br /> <br />(c) Recognizing both the opportunities and challenges of growth, the City Council establishes <br />the Development Ordinance Review Task Force as a temporary committee to examine the quality of the <br />community's growth and to recommend policy changes that will help the commtmity grow in ways that <br />will be economically, environmentally and socially responsible. <br /> <br />PART 2. Char2e to the Task Force. <br /> <br />The Development Ordinance Review Task Force is charged with the following duties: <br /> <br />1. To wrap up existing work of the Task Force on revisions to the subdivision and flood damage <br />prevention ordinances; and to promptly forward those ordinances, along with the task force's <br />recommendations, to the appropriate adopting bodies. <br /> <br />2. To focus on the general ways, from a "big-picture" perspective, in which development <br />policies or development processes can be changed to improve community outcomes - such as policies or <br />processes that would result in more affordable housing (including the appropriate role for manufactured <br />housing), better environmental protection, more meaningful dialogue between developers and <br />neighborhood groups, more predictable development processes, reinvestment in the downtown area, and <br />such other related issues as deemed appropriate by the Task Force. <br /> <br />PART 3. Duration of the Task Force. <br /> <br />The Task Force shall submit a report to the City Council (not to exceed 30 pages) by September <br />30, 2000 listing the Task Force's recommendations for general improvements to City development <br />policies or processes. The report should give a priority ranking to ordinances most urgently in need of <br />revision to meet the Task Force's expectations for improved development outcomes. Upon acceptance <br />of the report by the Council, the City staff shall develop a work program and time lines for the <br />completion of ordinance revisions. <br />
