Approval of a Site Preparation Permit authorizes site preparatory <br />activities other than construction or placement of a structure on the land, subject to the <br />terms of the permit and for the duration of the permit. Approval of a Site Preparation <br />Permit also authorizes the property owner to apply for a construction permit. <br />SECTION 7. Chapter 1, Development Procedures, Article 8, Site Preparation Permits, <br />Division 1, Approval and Application Process; Appeals, Section 1.8.1.3, Application <br />Requirements, is amended to read as follows: <br />Section 1.8.1.3 Application Requirements <br />(a) Responsible Official. The Engineering Director shall be the responsible <br />official for a Site Preparation Permit. The Planning Director shall advise and assist the <br />Engineering Director in evaluating and reaching a decision on the application. The <br />Directors shall coordinate review and evaluation of the application and shall formulate a <br />single decision on the Site Preparation Permit. <br />(b) Contents. The application for a separate Site Preparation Permit shall be <br />sealed by an engineer licensed in the State of Texas and prepared in accordance with <br />Chapter 1 of the Technical Manual. <br />SECTION 8. Chapter 1, Development Procedures, Article 10, Relief Procedures, <br />Division 1, Appeals, Section 1.10.1.4, Criteria, is amended to read as follows: <br />Section 1.10.1.4 Criteria <br />In deciding the appeal, other than appeals from a decision of the Historic <br />Preservation Commission, the appellate body shall apply the same criteria that govern the <br />initial decision on the development application under the provisions of this Chapter 1. <br />The Zoning Board of Adiustments shall apply the criteria and standard of review set forth <br />in Section 1.5.6.6 for appeals from a decision of the Historic Preservation Commission. <br />SECTION 9.
