Such survey work will include
horizontal and vertical control adequately documented for the final plans. Horizontal
control will be on the Texas State Plane Grid Coordinate System (NAD83). The vertical
control will be based on the U.S. Geological Survey ("USGS") datum and Bench Marks will
be established not more that 1000 feet apart at an accuracy of 0.01 feet. Visible
topographic features will be tied to the Project center lines and shall include existing
property or lease lines, property of lease corners, utilities and appurtenances, roadways,
structures, railroad structures, trees over 6 inches in diameter, and other topographic
features within the limits of construction and 25 feet beyond.

1.2.2 Prepare, if necessary, easements for the Project.

Preliminary Engineering

1.2.3 Review the existing records of the City concerning the existing water lines and
review existing plans, maps, records, data and other available information as necessary.

1.2.4 Make three site visits, to perform site analysis and to determine site constraints,
permit requirements, and identify the limits of right-of-way at each location. The Engineer
will also conduct a meeting with the City during two of the above site visits.

1.2.5 Contact other utility and communications providers, to include telephone, gas,
electric and fiber optic companies and request record drawings of their facilities.

1.2.6 Review record drawings prepared by facility owners and request that the owners
field locate and mark utilities prior to soil borings and actual construction. The Engineer
is not responsible for field verification.

1.2.7 Produce 35% complete design plans of the Project for review by the City.

1.2.8 Prepare preliminary standard and technical specifications to be reviewed by the City.

Engineering Design and Final Plan Production

1.2.9 Prepare, for approval by the City, final design and construction documents for the

2
