Following the presentation Mayor Guerrero opened the Public Hearing at approximately 8:26 <br />p.m. <br />Thomas Rhoades, ETR Development, spoke for the applicant and asked for Council's positive <br />consideration. <br />There being no further comments, the Public Hearing was closed at 8:27 p.m. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather the City Council voted (6) for and (0) opposed, to approve Ordinance 2011 -66, as <br />previously captioned. The motion carried unanimously. <br />24. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against the creation of the proposed San Marcos, Texas Tax Increment Reinvestment Zone <br />No. 4 pursuant to Chapter 311 of the Texas Tax Code in connection with the Paso Robles <br />Development at Hunter and Centervoint Roads. <br />Steve Parker, Finance Director, provided Council with a brief presentation regarding the creation <br />of the TIRZ #4. <br />Following the presentation Mayor Guerrero- opened the Public Hearing at approximately 8:31 <br />p.m. <br />There being no comments, the Public Hearing was closed at 8:31 p.m. <br />No action was taken. <br />NON - CONSENT AGENDA <br />25. Consider approval of Ordinance 2011 -68, on the first of two readings, designating a <br />contiguous geographic area within the City of San Marcos in connection with the Paso <br />Robles Development at Hunter and Centervoint Roads as a Reinvestment Zone for Tax <br />Increment Financing purposes pursuant to Chapter 311 of the Texas Tax Code: creating a <br />Board of Directors for such zone: containing findings and provisions related to the <br />foregoing subject;, and providing a severability clause. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Porterfield the City Council voted (6) for and (0) opposed, to approve Ordinance 2011 -68, as <br />previously captioned. The motion carried unanimously. <br />26. Consider approval of Resolution 2011 -142R concerning the proposed San Marcos, <br />Texas Tax Increment Reinvestment Zone No. 4 in connection with the Paso Robles <br />Development at Hunter and Centemoint Roads: approving an Interlocal Agreement <br />between Hays County and the City of San Marcos providing for the County to make <br />payments to the City of ten percent of the County's Tax Increment Revenues from <br />Increased property values in the Zone: authorizing the City Manager to execute this <br />
