September 11, 2000
Mayor David Chiu and Council members
San Marcos City Council
Page 2

We can improve the convenience of the SMT system and we are now beginning the process to
do so. You may remember that the SMT route structure was devised and adopted through a two-
year process working with a transportation committee and consultants. But this was over seven
years ago. Two years after that when we initiated service we had a review of the routes done
again by the consultant but it is time now for another review and amendment of the route
structure. We have scheduled this to begin in October.

On-board surveys and customer interviews will be conducted along with a review of origins and
destinations on the routes. Non-productive route segments will be reviewed, and dropped if the
service can be better directed. Part of the effort wi II be directed at re-aligning all routes to the
new transfer center location on S. Guadalupe, but we will want to also explore making the
service more flexible and directed to where people want to go.
We also believe that more attention to marketing the service and educating the public on how to
use the service is needed and will asking for recommendations on how to best do those also in
this review.

Next month will mark five years of service for the SMT. It has had its problems and its
successes. We recognize that there is a need at this time for a critical review and refinement of
the service, but it is also important to note that the SMT is a valuable public service that many
citizens depend on. You have our commitment to take the steps outlined and we welcome any
input or assistance the city deems appropriate to help us make the service what the citizens of
San Marcos need to move about the city without getting into a car and adding to the tramc.

I will conclude my remarks here, but would like to update you on the San Marcos Station project
now under construction on South Guadalupe if time permits. Thank you for your continued

~dSh ~

ExecutIve Director
