<br />make an appointment of an eligible person to directly fill the vacancy, subiect to qualification <br />under the training requirements in subsection (g). <br /> <br />(g e) Before taking office, a A newly appointed regular member, to be qualified to <br />take office, and a newly appointed alternate member, to be qualified to fill a vacant position <br />as a regular member including a member appointed to fill a '/ucancy, must attend an <br />orientation meeting with the director of planning and development services, and must attend <br />a seminar on land use and planning issues approved by the director. The director will advise <br />newly appointed members of the date and location of approved seminars, and members are <br />entitled to reimbursement for reasonable costs of attendance. If a newly appointed regular or <br />alternate member fails to fulfill these attendance requirements within three months of being <br />appointed, the appointment is automatically rescinded and the city council will make a new <br />appointment. <br /> <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this ordinance is held to be <br />unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 3. All ordinances and resolution or parts of ordinances or resolutions in conflict with <br />this ordinance are repealed. The City Council will make appointments of initial alternate <br />members of the Planning and Zoning Commission as soon as possible after adoption of this <br />ordinance, with terms to begin November 1,2000. <br /> <br />SECTION 4. Any person violating any provision of this ordinance commits a misdemeanor <br />and is subject to the penalty provided in Section 1.015 of the San Marcos City Code upon <br />conviction. <br /> <br />SECTION 5.
