b <br />ATTACHMENT A <br />ENGINEER'S SERVICES AND RESPONSIBILITIES <br />PROJECT UNDERSTANDING <br />The Engineer will be responsible for the proper, accurate and adequate design and preparation of <br />plans, specifications, and other construction contract documents and for construction contract <br />administration support for the Project. The Project generally includes completion of schematic <br />design, environmental documentation, and Plans, Specifications, and Estimate (PS &E) for <br />improvements to FM 2439 (Hunter Road) between Wonder World Drive and Bishop Street. The <br />Project includes the design of approximately 0.8 miles of Hunter Road reconstruction and <br />widening, Purgatory Creek watershed analysis and bridge /culvert design, pedestrian and bicycle <br />improvements, intersection improvements, storm sewer design, driveway modifications, <br />water /sewer utility design, signalization, illumination and aesthetic improvements. <br />The Engineer understands that the City has entered into a Local Project Advance Funding <br />Agreement with the Texas Department of Transportation ( "TxDOT ") and that the Project has been <br />selected by the Capital Area Metropolitan Planning Organization to receive Proposition 12 bond <br />funds. The Engineer will perform all of its services for the City in compliance with the Local <br />Project Advance Funding Agreement, as well as all federal, State and local regulations governing <br />on- system projects. The Engineer will develop the Project in coordination with TxDOT <br />following all applicable TxDOT procedures and project development manuals current at the time <br />of this contract. The Engineer will design the Project to meet 4R guidelines as defined in the <br />TxDOT Roadway Design Manual and will submit all deliverables to the TxDOT and the City for <br />review and approval. <br />The Engineer's Services consist of the services specifically described in Sections 1.1 through <br />1.14 including the specific engineering services to be performed through the following <br />consulting disciplines as subcontractors to the Engineer: <br />(1) Halff Associates, Inc — drainage, survey, ROW, SUE <br />(2) Raba - Kistner Consultants, Inc. - geotechnical <br />(3) Cox/McLain Environmental Consulting, Inc. — Environmental Documentation <br />1.1 TASK 1— PROJECT MANAGEMENT <br />The Engineer will: <br />1.1.1 Assemble a Project team comprised of the City's representatives and the Engineer's <br />representatives. The Engineer will meet with the Project team at a kickoff meeting to set the <br />production schedule and parameters for all subsequent work, to verify the components within <br />which all Project participants must perform, and to identify all parties and significant deadlines <br />involved in the comprehensive schedule strategy. Based on this information, the Engineer will <br />prepare a detailed schedule of its work for the Project addressing each component of the work to <br />Kirnley -Horn — FM 2439 (Hunter Road) <br />
