1. 14.2 Assist the City in tabulating bids and preparing bid tabulation forms, including a comparison to estimated costs. The Engineer will NOT attend a bid opening. 1.14.3 Assist the City in reviewing all bids, the Statement of Bidder's Qualifications, financial statements of bidders, lists of bidders' proposed subcontractors, and all other documents required to be submitted with the bids for responsiveness and for bid amount. The Engineer will verify through reasonable investigation the financial and performance history documentation submitted by the low bidder and second low bidder, and their references. The City will provide copies of all of the bid documents to the Engineer within one day from the date of receipt of bids and the Engineer will prepare a report of its review and evaluation of within ten calendar days of receipt of the bid documents of the contract for construction, or other action as may be appropriate. The City will make the final decision on the award of the construction contract and the acceptance or rejection of bids. The Engineer will provide technical (but not legal) advice in bid protest situations. 1.14.4 Have no authority to issue a Notice to Proceed to any Contractor. Construction Contract Administration 1. 14.5 The Engineer will attend a pre - construction conference as a reference to answer questions only. The Engineer will not schedule /invite /organize attendees to the pre - construction conference, prepare the agenda, or meeting minutes for the pre - construction conference. The Engineer will review and provide comment (if necessary) on the City's prepared agenda and/or minutes. 1.14.6 Attend up to twelve (12) progress meetings with the City and Contractor during the Construction Phase. The City will prepare meeting agendas and minutes for each meeting, and the Engineer will provide comment (if necessary) on any City prepared meeting agendas or minutes. 1.14.7 Perform up to twelve (12) on -site inspections of the Project during the construction phase. Such visits and observations by Consultant are not intended to be exhaustive or to extend to every aspect of contractor's work in progress. Observations are to be limited to spot checking, selective measurement, and similar methods of general observation of the Work based on the Engineer's exercise of professional judgment. Based on information obtained during such visits and such observations, the Engineer will evaluate whether the contractor's work is generally proceeding in accordance with the Contract Documents, and Engineer will keep the City informed of the general progress of the Work. 1.4.8 The purpose of Engineer's site visits will be to enable the Engineer to better carry out the duties and responsibilities specifically assigned in this Agreement to the Engineer, and to provide the City a greater degree of confidence that the completed Work will conform in general to the Contract Documents.
