Attachment A <br />SCOPE OF SERVICES <br />CITY OF SAN MARCOS <br />PROPOSED SESSOM CREEK WASTEWATER CAPACITY IMPROVEMENTS <br />PRELIMINARY DESIGN, DESIGN, BID, AND CONSTRUCTION PHASE <br />7. Preliminary Investigations and Engineering Report (PIER): KFA will prepare <br />a PIER summarizing the investigation and recommendations. Three (3) <br />copies of the draft report will be submitted to the City for review and <br />distribution. Following a meeting with the City to discuss review comments, <br />KFA will incorporate the comments into the Final PIER and submit three (3) <br />copies to the City and an electronic (CD) copy in portable document format <br />(pdf). At a minimum the PIER will include: <br />a. Recommended route (corridor) for the pipeline; <br />b. Identification of environmental constraints; <br />c. Permitting requirements and associated timeframes; <br />d. Identification of temporary and permanent easements, including name <br />and contact information of landowner and area of easement per <br />parcel; <br />e. Evaluation of and recommendations for construction methods and <br />materials; <br />f. Class C opinion of probable cost for the preferred route; <br />g. A schedule for final design and construction. <br />Phase B — Desian Phase — Note that Tasks 9 and 11 include plan preparation and <br />cost estimates for the N. LBJ Drive Wastewater Line and the University /C.M. <br />Allen Wastewater Line, all other tasks apply only to the University /C.M. Allen <br />Wastewater Line. <br />1. Project Management and QA/QC — This task includes routine communication <br />with the City; managing subconsultants, manpower, budgets, and schedules; <br />invoicing; implementing and monitoring of QA/QC efforts; and other activities <br />associated with managing the project. Additional time has been included in <br />the Manpower /Budget Estimate for miscellaneous coordination efforts that <br />may be required for Texas State University, UPRR, or other impacted <br />entities. The Project manager will maintain an "issues list" identifying the date <br />the Project related issues become known, the person(s) responsible for <br />solution(s), date solutions(s) will be provided, and final resolution of the issue. <br />2.
