Attachment A <br />SCOPE OF SERVICES <br />CITY OF SAN MARCOS <br />PROPOSED SESSOM CREEK WASTEWATER CAPACITY IMPROVEMENTS <br />PRELIMINARY DESIGN, DESIGN, BID, AND CONSTRUCTION PHASE <br />3. Rights of Entry – It is assumed that the City will obtain right -of -entry from <br />private property owners as necessary for KFA to perform the work. KFA will <br />provide sketches and other assistance to the City to obtain right -of -entry. <br />4. TxDOT Coordination – KFA will coordinate with TxDOT to obtain any permits <br />needed for construction. It has been assumed that the City will assist by <br />facilitating communication with TxDOT if necessary. <br />5. Environmental and Archaeology – Cox - McLain will provide environmental <br />support for the project, including: <br />a. Water Resources: Delineation of waters of the U.S. and wetlands <br />falling within the jurisdiction of the U.S. Corps of Engineers (does not <br />including preparation of a Pre - construction Notification or Individual <br />Permit to USACE); <br />b. Biological Resources: A wildlife habitat assessment for suitability for <br />endangered species will be conducted by CoxJMcLain. Because the <br />project would be conducted along the San Marcos River (a highly <br />sensitive endangered species habitat), substantial information is <br />available regarding species occurrence and distribution. Thus, any <br />presence /absence surveys requested during coordination with the <br />U.S. Fish and Wildlife Service ( USFWS), if required, would be <br />completed under an additional scope and budget. Informal <br />coordination will be carried out with the USFWS in order to determine <br />regulatory compliance requirements with regard to <br />threatened /endangered species. <br />c. Environmental Technical Memorandum for use in project <br />documentation; <br />d. Cultural resources investigations and permitting; <br />Scope of Work — Archaeological Survey (Budget Contingency Item 1): <br />If the THC determines that a survey is required, CoxJMcLain will <br />coordinate with the City, the THC, and /or other agencies stakeholders <br />as applicable to secure a valid archaeological permit for the project per <br />13 TAC 26.5, perform approved field investigations, and produce and <br />submit a report per THC requirements. The scale of the field <br />investigation is assumed to be at the Phase I intensive - survey level <br />(Category 2 under 13 TAC 26.20). The study will include a pedestrian <br />survey for previously unidentified archaeological resources as well as <br />a good -faith attempt to revisit any previously documented resources. <br />Field methods will comply with the requirements of 13 TAC 26.20, as <br />elaborated by the THC and the Council of Texas Archaeologists <br />(CTA), with a minimum coverage of 16 shovel tests per mile of 100 -ft- <br />K#FRIESE <br />Page 5 of 10 & Asso _,,A FES � . <br />
