City of Sau Marcos BuiWing on our Downtown 14411 American Recovery and Reinvestment Act Supplemental Discretionary Grants for a National Surface Transportation System Program Purpose: Under this new program, grants are awarded for transportation projects (including highway, transit, rail and ports) that will contribute to near -term economic recovery and job creation, maximization of long- term economic benefits and impacts on the Nation, a region, or a metropolitan area, and assistance for those most affected by the current economic downturn. DOT will determine how to allocate funds among projects and across modes based on the selection criteria described in the solicitation. While the deadline for2009 application has passed, funds for the 2011 -2012 fiscal year have not been allocated. Public Benetfts: Depending on the projects selected for funding, public benefits are expected to include: (1) improved condition of existing transportation facilities and systems; (2) long -term growth in employment, production or other high -value economic activity; (3) improved livability of communities; (4) improved energy efficiency, reduced dependence on oil and reduced greenhouse gas emissions; (S) reduced adverse impacts of transportation on the natural environment; (b) reduced number, rate and consequences of surface transportation- related crashes, injuries and fatalities; (7) greater use of innovative technology and innovative approaches; (8) greater collaboration among traditional and non- traditional stakeholders; or (9) greater integration of transportation decision making with decision making by other public agencies. This funding opportunity applies to road improvements returning streets to two -way traffic, redesigning for context appropriate and multi -modal use, and infrastructure surrounding the proposed new transit stop. Street improvements that are also designed to be green and part of a water management solution seem to fit the criteria of this program. Funds for Energy Efficiency and Renewable Energy (Office of Energy Efficiency and Renewable Energy) Energy Efficiency Energy efficiency is the cheapest, cleanest, fastest energy source to deploy and the most cost - effective way to reduce greenhouse gas emissions. The recovery Act provides for unprecedented investments in the weatherization of homes of low - income Americans, state and local energy efficiency programs, ENERGY STAR appliance rebates, and buildings and industrial efficiency.
