<br />26. <br /> <br />RESOLUTION 2000_17:R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS URGING THE TEXAS MUNICIPAL <br />LEAGUE TO ENCOURAGE THE OBSERVANCE OF <br />HALLOWEEN ON THE LAST SATURDAY IN OCTOBER; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. Halloween has traditionally been observed on October 31 st each year. <br /> <br />2. October 31 st often falls on a day before a school day, meaning that the youth who stay up late <br />participating in Halloween activities may not perform well in school the following day. <br /> <br />3. October 31 st also occurs after the change to daylight savings time, meaning that less daylight time <br />is available for youth to participate in Halloween activities. <br /> <br />4. A change in the observance of Halloween to the last Saturday in October will help address these <br />shortcomings associated with observing Halloween on October 31 st. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS. TEXAS: <br /> <br />PART 1. The City of San Marcos urges the Texas Municipal League to encourage the observance <br />of Halloween on the last Saturday in October each year instead of on October 31 st. <br /> <br />PART 2.
