<br />27. <br /> <br />2000 <br />TML RESOLUTION COVER SHEET <br /> <br />Sponsoring Entity: The City of San Marcos <br /> <br />Brief Background: Halloween is traditionally observed on October 3151 each year. There are <br />certain inherent disadvantages to this. October 31 st often falls on a day before a school day, <br />meaning that the youth who stay up late participating in Halloween activities may not perform <br />well in school the following day. Moreover, October 31 sl usually occurs after the change to <br />daylight savings time, meaning that less daylight time is available for youth to participate in <br />Halloween activities.
