71 . <br />Regular Meeting February 7, 2006 Page 14 <br />Anderson stated she will ask the neighborhood for their input on whether <br />they want a fast track project or one big construction job. She stated if <br />the neighborhood chooses a fast track project, then this will allow for one <br />contractor. <br />Mayor Narvaiz introduced a discussion regarding co-hosting the 9th Annual <br />Transportation Summit in Irving, Texas to be held August 8-11, 2006. Mr. <br />Mihalkanin moved to table this discussion to the next Regular Meeting <br />scheduled for February 21, 2006, and Mr. Thomaides seconded the motion, <br />which passed unanimously. <br />Mayor Narvaiz introduced a discussion regarding City Council direction on <br />future agenda items. 1) Mr. Thomaides stated he would like to agendize a <br />discussion regarding the drainage issues at Allenwood Homes. 2) Mr. Bose <br />stated he would like an update on the process of the Code Enforcement <br />program. 3) Mr. Thomaides stated he has received several calls about a <br />structure under construction being taller than what was presented to the <br />City. He stated he wants to hold a discussion regarding structures <br />presented to the Council verses the actual structure once it is completed. <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding pending <br />litigation, contemplated litigation, a settlement offer, or a matter <br />involving attorney-client privilege (CenturyTel Pole Attachment Agreement); <br />Sections 551.072 and 551.073, to discuss the negotiated contracts for <br />prospective gifts or donations to the City (West San Antonio Street area); <br />Section 551.074, to discuss the duties of a public officer or employee <br />(City Manager - Municipal Court operations); and Section 551.087, to <br />discuss commercial or financial information the City has received from a <br />business prospect that the City seeks to have locate, stay or expand in or <br />near the City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (North IH35 area; South IH35 area). The <br />Council adjourned into Executive Session at 10:52 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 11:45 p.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received advice from the City Attorney regarding the CenturyTel Pole <br />Attachment Agreement. He stated the Council provided direction regarding a <br />prospective gift or donation to the City regarding the West San Antonio <br />Street area. He also stated the Council provided direction regarding <br />economic development negotiations and other incentives in the North IH35 <br />area and South IH35 area. Mr. O'Leary stated the Council delayed the <br />discussion regarding the duties of a public officer in regard to the City <br />Manager for the Municipal Court operations.
