No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Guerrero moved for adoption of the Ordinance, and Mr. Thomaides seconded <br />the motion. Mr. Bose inquired whether this property backs up to the dam. <br />Ms. Barrett stated this property does back up to the dam. The Council then <br />voted unanimously for adoption of the Ordinance. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2005-2006 CITY BUDGET TO PROVIDE FUNDING FOR REPAIRS TO <br />RIO VISTA DAM; AND DECLARING AN EMERGENCY. <br />Mr. Diaz moved for adoption of the Ordinance on emergency, and Mr. Guerrero <br />seconded the motion, which passed unanimously. <br />ayor Narvaiz introduced for consideration approval of an Ordinance on <br />irst reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RELEASE AND CONVEYANCE OF AN ELECTRICAL EASEMENT ACROSS <br />PROPERTY LOCATED AT 920 HIGHWAY 80; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE RELEASE AND CONVEYANCE; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading, and <br />Mr. Bose seconded the motion, which passed unanimously. <br />Mayor Narvaiz introduced a discussion regarding an update on Rio Vista <br />Water/Wastewater, Roadway and Drainage Improvements Project. Laurie <br />Anderson, Director of Engineering, stated she will get the information to <br />the neighborhoods in the area through Staff going door-to-door handing out <br />flyers. She stated the Council will be asked to approve the design <br />contract with Bryn and Associates at the Regular Meeting scheduled for <br />February 21, 2006. She stated the layout of the design will be completed <br />by May 31, 2006. She stated the design should take six months and the <br />project should go out for bids in January, 2007. She stated the wastewater <br />fines will remain in the back yards and the water lines will be relocated <br />o the front yards. She stated this project is listed as a high priority <br />roject. Ms. Anderson stated the City will try to use one general <br />ontractor. Mr. Bose inquired as to only using one contractor. Ms.
