59. <br />Regular Meeting February 7, 2006 Page 2 <br />employee (City Manager - Municipal Court operations); and Section 551.087, <br />to discuss commercial or financial information the City has received from a <br />business prospect that the City seeks to have locate, stay or expand in or <br />near the City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (North IH35 area; South IH35 area). The <br />Council adjourned into Executive Session at 6:00 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 6:59 p.m. (See Page <br />13 for continuation of Executive Session). <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />discussed the meet and Confer petitions and the value of real property in <br />the North IH35/Davis Lane area. <br />Mayor Narvaiz introduced Jarrett Beard and Arthur Granger from Gary Job <br />Corp to lead the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) H.K. Ellison stated <br />he has been nominated as the representative of Allenwood Homes on the <br />Housing Authority Board. He encouraged the Council to help clean up the <br />drainage problems at Allenwood Homes. He stated there is garbage and <br />overgrown vegetation in the drainage ditch causing respiratory and <br />breathing illnesses of some of the residents. <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated Staff <br />sent out the RFP for Mitchell Street. He stated the proposals are due on <br />April 13, 2006 and Staff will provide a recommendation to the Council on <br />June 6, 2006. <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Thomaides stated <br />he and Mayor Narvaiz attended a House Committee meeting in Austin regarding <br />transportation. 2) Mr. Thomaides stated he also attended a Commuter Rail <br />Board meeting in San Antonio, and the next meeting is scheduled for March <br />3, 2006 at the Activity Center. 3) Mr. Thomaides stated he attended the <br />Castle Forest neighborhood meeting along with Council Members Bose and <br />Jones and Ken Bell. He thanked Ken Bell for a job well done. 4) Mr. <br />Guerrero thanked the League of Women Voters for allowing him to participate <br />in their silent auction. 5) Mr. Diaz stated he welcomed several Lion's <br />Club organizations to the City of San Marcos. 6) Mr. Jones stated he was <br />misquoted in the Campus Guide. He stated the City only funded CARTS system <br />for $70,000.00, not $700,000.00, which was quoted in the Guide. 7) Mr. <br />Jones stated he opened an office at 215 W. San Antonio Street, Suite 2209, <br />and welcomed everyone to stop by the office Monday through Thursday. 8) <br />Mr. Jones stated Bobcat Build is looking for projects.
