60. <br />Regular Meeting February 7, 2006 Page 3 <br />State University. 9) Mr. Bose stated the Community Action wanted to thank <br />he Council for creating payment assistance for utility bills. 10) Kyle <br />orris stated the Associated Student Government held a meeting on Monday, <br />ebruary 6, 2006. He stated the ASG feels CARTS and the University <br />transportation services should be integrated. 11) Mayor Narvaiz stated she <br />sat in on a conference call with Bill LaForge regarding lobbing issues the <br />Council is taking to Washington, D.C. during the National League of Cities <br />Conference. 12) Mayor Narvaiz stated she attended the House Committee <br />meeting with Mr. Thomaides. She stated transportation and municipal <br />airport issues were discussed. 13) Mayor Narvaiz stated on March 9, 2006, <br />the Council will hold a Special Meeting to brief the public regarding the <br />trip to NLC and what issues the Council will take to Capitol Hill. 14) <br />Mayor Narvaiz thanked the Chamber of Commerce for holding its Roundtable <br />Breakfast. 15) Mayor Narvaiz thanked Laurie Anderson and other City Staff <br />for their help building a home for Habitat for Humanity. <br />Mayor Narvaiz introduced for consideration adoption of a Resolution, the <br />caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A MASTER DEVELOPMENT AGREEMENT AND CONFERENCE CENTER LEASE <br />AGREEMENT BETWEEN THE CITY AND JQH - SAN MARCOS DEVELOPMENT, LLC, <br />REGARDING THE HOTEL AND CONFERENCE CENTER PROJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Mihalkanin <br />seconded the motion. Mr. Taylor provided a handout and powerpoint <br />presentation regarding the key points in the master development agreement. <br />Mr. Jones inquired as to the size of the conference centers the Hammons <br />Corporation has built in Texas. Mr. Taylor stated the conference center in <br />Frisco, Texas is 100,000 square feet and the conference center in <br />Richardson, Texas is 30,000 square feet. Mr. Bose inquired how the <br />hotel/conference center will be funded. Mr. O'Leary stated the J.Q. <br />Hammons Corporation will finance, construct and own a 10-story Embassy <br />Suites hotel. The City will finance, construct and own the conference <br />center, and the Hammons company will bear all cost in excess of <br />$20,000,000.00. He stated the Hammons Trust will make lease payments for <br />the conference center in an amount equal to 30% of debt payments on the <br />conference center. He also stated there are several potential funding <br />sources to pay for debt. He stated the Council can use property tax, <br />revenue generated by hotel/motel taxes, and the hotel/motel taxes can be <br />increased up to 2%. Mr. Thomaides stated he visited the hotel/conference <br />center in Frisco, Texas. He stated he feels this is a first-rate <br />otel/conference center, and the proposed hotel/conference center will be <br />lso. He stated he was told the San Marcos hotel/conference center would <br />ook similar to the other Hammons hotel/conference centers, but will be <br />ustomized with the materials in our area.
