He stated the ASG feels CARTS and the University transportation services should be integrated. 11) Mayor Narvaiz stated she sat in on a conference call with Bill LaForge regarding lobbing issues the Council is taking to Washington, D.C. during the National League of Cities Conference. 12) Mayor Narvaiz stated she attended the House Committee meeting with Mr. Thomaides. She stated transportation and municipal airport issues were discussed. 13) Mayor Narvaiz stated on March 9, 2006, the Council will hold a Special Meeting to brief the public regarding the trip to NLC and what issues the Council will take to Capitol Hill. 14) Mayor Narvaiz thanked the Chamber of Commerce for holding its Roundtable Breakfast. 15) Mayor Narvaiz thanked Laurie Anderson and other City Staff for their help building a home for Habitat for Humanity. Mayor Narvaiz introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A MASTER DEVELOPMENT AGREEMENT AND CONFERENCE CENTER LEASE AGREEMENT BETWEEN THE CITY AND JQH - SAN MARCOS DEVELOPMENT, LLC, REGARDING THE HOTEL AND CONFERENCE CENTER PROJECT; AND DECLARING AN EFFECTIVE DATE. Mr. Guerrero moved for adoption of the Resolution, and Mr. Mihalkanin seconded the motion. Mr. Taylor provided a handout and powerpoint presentation regarding the key points in the master development agreement. Mr. Jones inquired as to the size of the conference centers the Hammons Corporation has built in Texas. Mr. Taylor stated the conference center in Frisco, Texas is 100,000 square feet and the conference center in Richardson, Texas is 30,000 square feet. Mr. Bose inquired how the hotel/conference center will be funded. Mr. O'Leary stated the J.Q. Hammons Corporation will finance, construct and own a 10-story Embassy Suites hotel. The City will finance, construct and own the conference center, and the Hammons company will bear all cost in excess of $20,000,000.00. He stated the Hammons Trust will make lease payments for the conference center in an amount equal to 30% of debt payments on the conference center. He also stated there are several potential funding sources to pay for debt. He stated the Council can use property tax, revenue generated by hotel/motel taxes, and the hotel/motel taxes can be increased up to 2%. Mr. Thomaides stated he visited the hotel/conference center in Frisco, Texas. He stated he feels this is a first-rate otel/conference center, and the proposed hotel/conference center will be lso. He stated he was told the San Marcos hotel/conference center would ook similar to the other Hammons hotel/conference centers, but will be ustomized with the materials in our area.
