Danny Arredondo, San Marcos <br />Police Association President, stated the higher ranked officers were not <br />asked to sign the petition, a few officers are not members of the San <br />Marcos Police Association, and other officers chose not to sign. Mr. Jones <br />inquired why the Fire and Police Associations chose to file petitions. Mr. <br />Arredondo stated both associations filed petitions because the changes in <br />the law allowed them to do so. He stated the Police Association does not <br />have issues they currently feel are unfair, and the pay is only a small <br />part of the discussion. He stated the Police Association would like the <br />opportunity to negotiate. James Frye, San Marcos Professional Firefighters <br />Association President, stated the petition was filed because the new law <br />provided the association with the opportunity to talk about different <br />issues. Mr. Mihalkanin moved to amend the Resolution by creating a <br />separate Resolution for each association, and Mr. Guerrero seconded the <br />motion, which passed unanimously. Mr. Mihalkanin moved for adoption of the <br />Resolution for the San Marcos Professional Firefighters Association, and <br />Mr. Thomaides seconded the motion, which passed unanimously. The caption <br />of this Resolution reads as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />GRANTING RECOGNITION OF THE SAN MARCOS PROFESSIONAL FIREFIGHTERS <br />ASSOCIATION LOCAL #3963 AS THE SOLE AND EXCLUSIVE BARGAINING AGENT FOR <br />CITY FIREFIGHTERS, AND DETERMINING THAT THE CITY MAY MEET AND CONFER <br />WITH THE ASSOCIATION WITHOUT CONDUCTING AN ELECTION BY THE VOTERS IN <br />THE CITY; DIRECTING THE CITY MANAGER TO SUBMIT A REPORT ON THE STATUS <br />OF MEET AND CONFER; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution for the San Marcos Police <br />Association, and Mr. Mihalkanin seconded the motion, which passed <br />unanimously.
