<br />Regular Meeting <br /> <br />December 6, 2004 <br /> <br />11. <br />Page 9 <br /> <br />I <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. O'Leary stated this Resolution needs to be <br />tabled, so the Council can hold a discussion regarding the Tax Abatement <br />Agreement in Executive Session at the next Regular Meeting scheduled for <br />December 13, 2004. Mr. Taylor moved to table this Resolution until the <br />next Regular Meeting scheduled for December 13, 2004 as an executive <br />session item, and Mr. Guerrero seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Narvaiz introduced for consideration Item 32, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A WAIVER OF CONSTRUCTION PERMIT FEES FOR SAN MARCOS <br />CONSOLIDATED INDEPENDENT SCHOOL DISTRICT FOR TEN PROJECTS INCLUDED <br />IN THE 2004 SCHOOL BOND PROGRAM; AND DECLARING AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Diaz moved for adoption of the Resolution, and Mr. Guerrero seconded <br />the motion. Mr. Bose inquired whether the City Staff would still need <br />to inspect these proposed sites if the City waived the permit fees. Mr. <br />O'Leary stated City Staff would still need to perform the inspections if <br />the fees are waived. Mr. Taylor stated he felt these construction fees <br />were included in the bond election, and does not think he will be <br />supportive of this. Mr. Mihalkanin stated he feels this Resolution <br />should be tabled until Staff can contact the School Board to confirm <br />they have seen this request to waive construction fees. Mr. Mihalkanin <br />moved to table this Resolution until the next Regular Meeting scheduled <br />for December 13, 2004, and Mr. Thomaides seconded the motion. Mayor <br />Narvaiz inquired whether Staff could provide the number of students who <br />reside in the City and the number of students who reside in the County. <br />She stated she feels City taxpayers would have to pay the difference if <br />the fees are waived. The Council then voted unanimously to table the <br />Resolution. <br /> <br />Mayor Narvaiz introduced an item to receive the 2004 Community Survey <br />Report. Mr. O'Leary provided the Council with the survey report. He <br />stated the survey will be on the City website. He stated he will review <br />the survey with the Council in the corning months. <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding senior freeze on <br />property taxes and senior homestead tax exemption and direction to <br />Staff. Mr. Thomaides stated he has concerns with the younger residents <br />and property owners. He stated the cost savings per senior is only <br />$10.00, but the potential loss of revenue to the City would be very <br />large. Mr. Mihalkanin stated he feels the burden on the other taxpayers <br />would be great. Mr. Taylor stated he is sympathetic to seniors and <br />feels that CDBG and Human Services funding could be considered next year <br />
