Attachment A <br />Scope of Services <br />PART A: <br />Scope of Services for San Marcos Pedestrian — Transit Master Plan <br />The City of San Marcos has the potential to attract significant federal funding to support <br />pedestrian — transit connectivity infrastructure to improve streetscape, sidewalks, pedestrian <br />lighting, drainage, shared parking facilities, bikeways, way finding, etc., to help revitalize, <br />beautify, and be a catalyst for economic development within the City. The ( "FTA ") Livable <br />Communities Initiative ( "LCI") program enables federal funding to support pedestrian — transit <br />connectivity within lh mile surrounding any transit stop or terminal. In addition improvements to <br />facilitate bicycle access to transit can be within three (3) miles of any transit stop. Using these <br />parameters the City will establish a comprehensive program which qualifies future infrastructure <br />for federal reimbursement and/or leverage of federal funding, through a (LONP). In addition, <br />the proposed San Marcos Pedestrian — Transit Master Plan will capture local value in the form of <br />land, private sector initiative, and in kind contributions. <br />The creation of the Pedestrian — Transit Master Plan and resulting approval by the FTA of a <br />LONP, will enable the City to protect and capture local expenditures which can be federally <br />qualified, for future federal reimbursement and/or leverage. Since the plan is developed within <br />the context of all federal guidelines, it will become part of the Regional Long Range Plan, <br />Transportation Improvement Program ( "TIP "), and state TIP. The companion Environmental <br />Assessment which is developed in concert with the Master Plan, enables the infrastructure <br />qualified within the plan to be considered "shovel ready" for purposes of federal funding pursuit. <br />The Consultant will develop a comprehensive Finance — Implementation strategy to support the <br />pursuit of federal funding to pay for infrastructure contained within the Pedestrian — Transit <br />Master Plan. Federal funding will be available through Congressional, federal discretionary, and <br />Metropolitan Planning Organization ( "MPO ") resources. Initial federal funding will be pursued <br />through the FY 2013 Congressional Transportation Appropriation process. <br />The Scope of Services for creating the plan and securing the FTA LONP is delineated below. <br />Task 1 Existing Conditions Inventory — Federal provisions enable recipients to provide <br />pedestrian — transit access enhancement improvements within a 1/s mile radius of any transit <br />terminal or bus stop. the Consultant will perform an inventory of existing conditions within the <br />lh mile area, to qualify eligible enhancements, such as; sidewalks, ADA elements, pedestrian <br />lighting, landscaping, utility relocation, and public art, among other categories, for federal <br />support. The Consultant will conduct site visit(s) to perform a narrative and photographic <br />inventory of existing conditions along strategic transit corridors, and around transit stops as <br />15 <br />
