The Consultant will identify future infrastructure improvements eligible <br />for federal funding support. <br />Deliverable: Existing Conditions Report <br />Task 2 Capital Cost — The Consultant will develop detailed cost estimates, based upon federal <br />criteria and local public works standards of the proposed pedestrian/transit access improvements, <br />and federally eligible infrastructure costs to create a capital cost plan for implementing <br />pedestrian — transit access improvements over time. <br />Deliverable: Capital Cost Plan and Strategy <br />Task 3 Ridership and Mobility Benefits —The Consultant will calculate the potential increase <br />in transit ridership, resulting from the implementation of the pedestrian/transit access <br />improvements. The Consultant will utilize a Pedestrian Level of Service ( "PLOS ") analysis to <br />support this determination. <br />Deliverable: Pedestrian Level of Service ( "PLOS ") Calculation and Ridership <br />Task 4 Quantification of Benefits — The Consultant will quantify the benefits to be gained <br />from implementation of the Pedestrian - Transit Master Plan in terms of reduced vehicle miles <br />travelled ( "VMT "), energy utilization, pollution, and other quantifiable factors, in accordance <br />with Capital Area Metropolitan Planning Organization ( "CAMPO "), Texas Commission for <br />Environmental Quality ( "TCEQ "), and Environmental Protection Agency ( "EPA ") guidelines. <br />Deliverable: Quantification of Benefits Report <br />Task 5 Categorical Exclusion Request — The Consultant will prepare an Environmental <br />Assessment related to the proposed pedestrian — transit access improvements, and a request to <br />the FTA for a categorical exclusion to support the proposed pedestrian/transit access <br />improvement program and request for a FTA LOW The Consultant will address all <br />environmental categories including any historic structures or areas contained within the <br />boundaries of the Pedestrian — Transit Master Plan, and coordination with the State Historic <br />Preservation Officer. <br />Deliverable: Categorical Exclusion Request <br />Task 6 Regional Transportation Plan and Transportation Improvement Program — The <br />Consultant will work with representatives of the C CAMPO, Texas Department of <br />Transportation ( "TxDOT "), and the FTA, to support inclusion of the Plan within the Regional <br />Transportation Plan ( "RTP "), CAMPO TIP, and State TIP, which is a condition precedent to the <br />receipt of a FTA LONP. <br />16 <br />
