Task 7 Economic Development Joint Development Framework — The Consultant will work with City staff on the inclusion of any potential joint development infrastructure such as Intermodal Transit/Parking facilities which can serve as a transit hub as well as create related economic development opportunities. In this regard, the Consultant will project market impact information of any joint development facilities in terms of added property and sales tax values, and other positive impacts of such facility. Deliverable: Economic Development Framework Task 8 LONP Request — The Consultant will prepare and submit a LONP request to the FTA that defines the pedestrian/transit access improvement program, the benefits associated with the improvements, and potential impact to environmental resources. The Consultant will respond to FTA comments and questions to ensure timely response to the request for the LONP. The approved LONP will enable the City to qualify local expenditures for future federal reimbursement. Deliverable: LONP Request to the FTA Task 9 Intergovernmental Assistance - Consultant will provide intergovernmental support to coordinate activity with local political sub - divisions required to institutionalize the plan within the ongoing regional planning process. Activities in pursuit of this task will include presentations of the overall program and environmental assessment to the FTA, the local Metropolitan Planning Organization, and response to questions raised by all reviewers, if required. Consultant activities include but are not limited to the following: • Meetings with public officials, stakeholders, and community leaders • Meetings and Presentations with City staff, City Council, CAMPO, Tx.DOT, FTA Regional Office • Intergovernmental coordination with federal and state and local agencies • Pursuit of federal funding through the CAMPO TIP selection process • Pursuit of federal funding through the FY 2013 Congressional Transportation Appropriation process • Pursuit of federal funding directly with DOT, HUD, Commerce (EDA Office), EPA, etc. PART B: Scope of Services for San Marcos Designated Recipient and FTA Grantee Status Consolidated Transit District, Operating Plan and Finance/Implementation Strategy The City, along with Kyle, Texas, are likely to be joined together as a new small urbanized area when the results of the 2010 U.
