in April, 2012. This change from rural to small urbanized area status will result in direct federal <br />funding to support public transit and other activities. It is important that the City of San Marcos <br />begin the process of becoming the "designated recipient" and FTA grantee for the new urbanized <br />area. <br />The existence of the Texas State University -San Marcos ( "TSU ") transit shuttle and interurban <br />services, which is funded largely through student contributions, and carries over three (3) million <br />annual trips, provides an excellent base to create a new and expanded transit network covering <br />both San Marcos and Kyle, which can maximize significant local support through the leverage of <br />federal funding distributed annually, to support transit. <br />The Scope of Services which will support the legal, legislative, and procedural steps necessary to <br />achieve a future consolidated public transit system for the new urbanized area as follows: <br />Task 1 FTA Designated Recipient Status - Guide the City and Kyle through the process of <br />becoming a new FTA "designated recipient" of small urbanized area federal formula transit <br />funding, with CAMPO and TxDOT approval. Note, that it is possible that the U.S. Bureau of the <br />Census (the "Census ") urbanized area boundaries results may not reclassify the San Marcos /Kyle <br />area as a new small urbanized area. If this is the case, then the Consultant will assist the City in <br />challenging the ruling and prepare the necessary mapping, data and other information to appeal <br />small urbanized area designation status to the Census. <br />Deliverable: Technical Memorandum regarding Small Urbanized Area Designated <br />Recipient Status /Appeal to Achieve Objective <br />Task 2 FTA Grantee Status: Legal, Technical, Financial and Compliance Documentation - <br />Create the necessary legal, technical, and financial documentation necessary for the City to <br />become a new FTA grantee. Assist in drafting the City Council Resolution, legal opinion, <br />certifications and assurances, etc. <br />Deliverable: FTA Grantee Submittal Documentation <br />Task 3 Urban/Rural Transit District Creation - Identify and, if necessary, develop <br />documentation and other data necessary to create a new and separate transit entity (Urban Transit <br />District, County -wide Transit District, Municipal Transit District, etc.), to serve as the future <br />coordinating body for a combined San Marcos, Kyle, and TSU public transit system for the area. <br />Guide and document the public participation and input process to support this objective. <br />Task 4 Create a Five (5) year consolidated transit operating plan — Utilize the latest census, <br />demographic, and travel demand information along with data from the TSU and Capital Area <br />Rural Transportation System ( "CARTS ") transit operations to create an initial five (5) year <br />transit operating plan (routes, schedules, etc.), through the expansion of the existing TSU shuttle <br />and interurban transit program, for a new San Marcos /Kyle consolidated transit program. <br />
