17. Consider approval of Resolution 2011 -157R authorizing the City Manager to negotiate <br />and execute an amendment to an interlocal agreement between the City of San Marcos and <br />Hays County for Parks Improvements adopted by Resolution 2009 -11R for the purpose of <br />increasing the amount of County Parks Bond Funds for the Purgatory Creek Preserve <br />Proiect from $1,600,000.00 to $1,900,000.00 to enable the purchase of additional land for <br />the preserve; and declaring an effective date. <br />18. Consider approval of Resolution 2011 -158R approving an agreement between the City <br />of San Marcos and Sustainable San Marcos, Inc., doing business as San Marcos <br />Neighborhood Gardens, for the establishment and operation of a community garden on <br />Mitchell Street; authorizing the City Manager to execute said agreement; and declaring an <br />effective date. <br />19. Consider approval of an Authorization of Change in Services No. 2 to an agreement <br />between the City and Texas Energy Engineering Services, Inc. for the provision of <br />additional services in connection with the City's Detailed Energy Audit Report Project; <br />increasing the original contract amount by $211,094.00, and authorizing the City Manager <br />to execute the authorization of change in services. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Terry the City Council voted (7) for and (0) opposed, to approve the consent agenda <br />except for items #13 and 17 which were pulled to be considered separately. The motion carried <br />unanimously. <br />(13) MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Porterfield, the City Council voted (7) for and (0) opposed, to approve Resolution 2011 - <br />153R, as previously captioned. The motion carried unanimously. <br />(17) MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Terry, the City Council voted (5) for and (1) opposed and (1) abstained, to approve <br />Resolution 2011 -157R, as previously captioned. The motion carried. <br />PUBLIC HEARINGS <br />20.7:OOPM Receive a Staff presentation and hold a public hearing to receive comments for <br />or against Resolution 2011 -159R authorizing the submission of the 2010 Community <br />Development Block Grant (CDBG) Program Consolidated Annual Performance <br />Evaluation Report to the United States Department of Housing and Urban Development; <br />and declaring an effective date; and consider approval of Resolution 2011 -159R. <br />Janis Hendrix provided presentation and update on the 2010 Community Development Block <br />Grant (CDBG) Program Consolidated Annual Performance Evaluation Report. <br />Following the presentation Mayor Guerrerro opened the Public Hearing at approximately 7:21 <br />p.m. <br />
