<br />61. <br /> <br />I <br /> <br />RESOLUTION NO. 2004- 205 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS AUTHORIZING THE CITY <br />MANAGER TO REPRESENT THE CITY IN ITS <br />APPLICATION FOR A GRANT FROM THE TEXAS WATER <br />DEVELOPMENT BOARD FOR A FLOOD PROTECTION <br />PLANNING STUDY, AND TO ENTER INTO A CONTRACT <br />WITH THE TEXAS WATER DEVELOPMENT BOARD IF <br />AWARDED; COMMITTING FUNDS FROM THE ADOPTED <br />CITY 2004-05 BUDGET; COMMITTING LOCAL IN-KIND <br />SERVICES TO THE STUDY; REQUESTING PARTICIPATION <br />BY OTHER ENTITIES; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />WHEREAS, The City of San Marcos is a home-rule municipality with all powers <br />enabled to it by the State Legislature under Chapter 51 of the Local Government Code; <br />and, <br /> <br />WHEREAS, the City of San Marcos is a member of the National Flood Insurance <br />Program; and, <br /> <br />I <br /> <br />WHEREAS, the City of San Marcos recognizes that areas along Willow Springs <br />Creek, Purgatory Creek, Sessom Creek, Schulle Canyon Creek, the Blanco River Bypass <br />Channels, and the Blanco River are flood-prone and adversely affect the public health <br />and safety of the Citizens of San Marcos; and, <br /> <br />WHEREAS, the City Council and citizens of the City of San Marcos have <br />expressed a desire to take a comprehensive approach to managing flood-prone areas <br />inside the City's jurisdiction, recognizing both downstream and upstream impacts, and, <br /> <br />WHEREAS, the Texas Water Development Board offers grants to political <br />subdivisions of the State of Texas for the evaluation of structural and nonstructural <br />solutions to flooding problems with consideration of flood protection needs of entire <br />watersheds; and, <br /> <br />WHEREAS, the watershed-based approach will benefit from the coordinated <br />input and expertise of other stakeholders, including the Guadalupe-Blanco River <br />Authority, Hays County, and the Edwards Aquifer Authority; and, <br /> <br />WHEREAS, the City of San Marcos recognizes the need to include these entities <br />as participants in the grant application; and, <br /> <br />I <br /> <br />WHEREAS, the City of San Marcos's adopted 2004-05 Budget includes funds <br />which are dedicated for the purposes of flood protection planning; NOW THEREFORE <br />
