<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br /> <br />I <br /> <br />PART 1. The City Manager, Dan O'Leary, is authorized to submit an application <br />for a Flood Protection Planning Grant to the Texas Water Development Board for a study <br />of management of flood-prone areas inside the City's jurisdiction (the "Flood Study"), <br />recognizing both downstream and upstream impacts, and evaluating structural and <br />nonstructural solutions to flooding problems with consideration of flood protection needs <br />of entire watersheds. <br /> <br />PART 2. If a grant is awarded in response to this application, the City Manager, <br />Dan O'Leary, is authorized to enter into a grant agreement with the Texas Water <br />Development Board for the Study. <br /> <br />P ART 3. The City Council agrees to commit funds to the Flood Study in an <br />amount not-to-exceed $200,000 from the adopted City 2004-05 Budget as local matching <br />funds for the grant agreement. <br /> <br />PART 4. The City Council agrees to commit in-kind services of the City, <br />representing staff time to develop, review and administer the Flood Study. <br /> <br />P ART 5. The City Council has requested the participation of additional <br />stakeholders in the Flood Study, including but not limited to the Guadalupe-Blanco River <br />Authority, Hays County, and the Edwards Aquifer Authority. <br /> <br />I <br /> <br />P ART 6.
