<br />79. <br /> <br />Regular Meeting <br /> <br />December 13, 2004 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz introduced an announcement by a representative for the <br />United States Postal Service regarding future San Marcos Post Office I <br />service. Sandi Rybicki, a real estate representative for the U.S. Postal <br />Service, stated San Marcos will receive an additional Post Office. She <br />stated plans have been drafted for the new Post Office. She stated the <br />next steps after this announcement include a 45-day waiting period, then <br />15 days for receiving comments, and finally an additional 30-day waiting <br />period to answer any comments received. She also stated there are several <br />areas being considered: Wonder World, McCarty at Hunter Road, and Leah <br />Street. Mr. Thomaides inquired whether the new Post Office will become <br />the main Post Office, and was advised it would be, and it should be <br />completed in 2 1/2 years. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A NEW CITY OF SAN MARCOS LAND DEVELOPMENT CODE, INCLUDING <br />CHAPTER 1, DEVELOPMENT PROCEDURES, CHAPTER 2, DEVELOPMENT IN THE <br />EXTRATERRITORIAL JURISDICTION, CHAPTER 3, COMPREHENSIVE PLANNING, <br />CHAPTER 4, ZONING REGULATIONS, CHAPTER 5, ENVIRONMENTAL REGULATIONS, <br />CHAPTER 6, DEVELOPMENT STANDARDS, CHAPTER 7, PUBLIC FACILITIES <br />STANDARDS, AND CHAPTER 8, DEFINITIONSi MAKING FINDINGS IN CONNECTION1 <br />WITH THE ADOPTION OF THE LAND DEVELOPMENT CODEi AUTHORIZING THE <br />PROMULGATION OF A TECHNICAL MANUAL AND OTHER TECHNICAL REFERENCES BY <br />THE CITY STAFF i PROVIDING FOR PENALTIES i AND INCLUDING PROCEDURAL <br />PROVISIONS. <br /> <br />Mr. Mihalkanin moved for adoption of the Ordinance or third and final <br />reading and to include the amendments provided in the Memo dated December <br />10, 2004, and Mr. Thomaides seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CHANGING THE DATE FOR REGULAR CITY ELECTIONS FROM THE SECOND UNIFORM <br />ELECTION DATE IN EACH CALENDAR YEAR TO THE FOURTH UNIFORM ELECTION <br />DATE IN EACH CALENDAR YEARi AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Guerrero moved for adoption of the Ordinance on third and final <br />reading, and Mr. Diaz seconded the motion. Mr. Mihalkanin thanked the <br />citizens and the Council for the wide range of issues discussed regarding <br />the election date change. He stated he feels the election date change is <br />a Charter issue and legitimately should be given to the citizens to vote I <br />on. Mr. Bose stated he agrees with Mr. Mihalkanin and also feels the <br />citizens should vote on this change. Mr. Taylor stated he feels the date <br />
