Mayor Narvaiz stated she spoke with <br />IHays County Judge Powers regarding the election date change. She stated <br />Hays County has no objection with sharing their ballot and looks forward <br />to working with the City. Mr. Mark Taylor inquired whether an Attorney <br />General's Opinion is still needed regarding whether the election date can <br />be moved back to May if the Council feels the November date is not best <br />for the City. The Council agreed by consensus the Attorney General's <br />Opinion is still needed. On roll call for adoption of the Ordinance on <br />third and final reading, the following vote was recorded: <br /> <br />AYE: <br /> <br />Diaz, Guerrero, Narvaiz and Taylor. <br /> <br />NAY: Mihalkanin, Thomaides and Bose. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />REVISING THE CITY'S ELECTRIC UTILITY <br />KILOWATT HOUR ENERGY CHARGE FOR <br />PROCEDURAL PROVISIONS. <br /> <br />IMayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Taylor moved for approval of the Ordinance on first reading, and Mr. Diaz <br />seconded motion. Mr. O'Leary stated LCRA completed their Revenue Analysis <br />and has prepared findings and recommendations for the City Council to <br />consider at a later date. He stated the last rate change was eleven years <br />ago and a rate study has never been performed. Tom Foreman, of LCRA, <br />provided the Council with a handout. Mr. Thomaides stated the citizen <br />survey showed several concerns regarding utility rate increases. Mr. <br />Thomaides inquired whether this is the only increase the citizens can <br />expect. Mr. O'Leary stated LCRA has recommended a KWh energy charge <br />increase of $0.00715 per KWh to take effect for all utility bills issued <br />after February 1, 2005. He also stated Staff intends to complete a Cost <br />of Service Study within the next six months. Staff will further evaluate <br />electric rates using a more detailed Cost of Service Study and determine <br />whether a an additional increase is needed in the near future. Mr. Taylor <br />stated he feels an increase is not popular but is necessary. He also <br />stated he would like to see a fair increase be issued to all customers. <br />Mr. Diaz stated he feels budget cuts need to be made in the budget process <br />Ito avoid another increase. He stated he is concerned with the citizens <br />who are on fixed incomes.
