B. to read...no <br />later than June 15, 2005, LB. to add...The Property Owner will be paid the <br />appraised value of the easement area by LCRA..., 1. D. to add ...or the Fall <br />construction period in 2005..., 1.D. and 1.E. to add ....or 2006, and 2.B. to <br />add ... the City expressly agrees that the Plat will not be subj ect to the <br />City's new Land Development Code as long as the Property Owner complies <br />with his obligations in providing the easements described in subsections A <br />and B of Section 1 above so that the Plat can be filed prior to June 30, <br />2005, and Mr. Taylor seconded the motion, which passed unanimously. The <br />Council then voted unanimously for adoption of the Resolution. <br /> <br /> <br />Mayor Narvaiz introduced for consideration Item 22, removed from the <br />consent agenda, remove from table and adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A WAIVER OF CONSTRUCTION PERMIT FEES FOR SAN MARCOS <br />CONSOLIDATED INDEPENDENT SCHOOL DISTRICT FOR TEN PROJECTS INCLUDED IN <br />THE 2004 SCHOOL BOND PROGRAMj AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved to remove the Resolution from the table, and Mr. <br />Taylor seconded the motion, which passed unanimously. Mr. Mihalkanin <br />moved for adoption of the Resolution, and Mr. Taylor seconded the motion. <br />Mr. O'Leary stated waiving of the construction permit fees would include <br />impact fees. Mr. Taylor inquired if actual cost to perform these functions <br />is estimated at $134,000.00. Mr. Gonzales stated the cost would be for <br />service fees and the money received would go towards specific fees and <br />impact fees. Mr. O'Leary stated he feels the cost for construction permit <br />fees do not cover all the service costs. Mr. Taylor stated he has <br />concerns with asking the City taxpayers to absorb these fees. Mr. <br />Thomaides inquired how many students of San Marcos Consolidated <br />Independent School District live outside the City limits. He stated he <br />feels the residents who live outside the City limits will not be paying <br />their fair share of the new SMCISD projects. The Council voted unanimously <br />for denial of the Resolution. <br /> <br />I <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Thomaides <br />wished the citizens of San Marcos a Merry Christmas and a Happy New Year. <br />2) Mayor Narvaiz thanked the Confederate Air Force for inviting her to fly <br />in a T20 over San Marcos. 3) Mayor Narvaiz stated she attended the City <br />Employee Christmas Party. She congratulated the Employee Group for an <br />outstanding job. 4) Mayor Narvaiz congratulated the McCoy's on their new <br />store. 5) Mayor Narvaiz stated she attended the Economic Development <br />Breakfast where Ray PerrYman spoke on the Economic Development outlook for <br />San Marcos. 6) Mayor Narvaiz stated she observed the week long Police <br />training. She stated the training and debate was very professional, and <br />she was impressed with their communicative skills. 7) Mayor Narvaiz <br /> <br />I <br />
