<br />6. <br />Regular Meeting <br /> <br />October 25, 2004 <br /> <br />Page 6 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING AN ANNUAL CONTRACT TO KBS ELECTRIC DISTRIBUTORS FOR THEI <br />PURCHASE OF SUBSTATION CONTROLLERS FOR THE ELECTRIC UTILITY <br />DEPARTMENTi AUTHORIZING THE PURCHASING MANAGER TO EXECUTE PURCHASING <br />DOCUMENTS ON BEHALF OF THE CITYi AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Taylor <br />seconded the motion. Mayor Narvaiz stated since the City received two <br />bids for the same amount the State Statutes state the tie must be broken <br />by drawing lots. Mayor Narvaiz drew the name of KBS Electric <br />Distributors. Mr. Taylor moved to amend the Resolution by inserting in <br />the blanks of the Ordinance KBS Electric Distributors, and Mr. Diaz <br />seconded the motion, which passed unanimously. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Regular Meeting held October 11, 2004, approval of five Ordinances on <br />second reading, adoption of two Ordinances on third and final reading, and <br />adoption of seven Resolutions, on consensus. The Council removed Items 20 <br />and 21, approval of Ordinances on second reading and Item 28, adoption of <br />a Resolution, to be considered separately. Mr. Taylor moved for approval <br />of minutes of the Regular Meeting held October 11, 2004, approval of the <br />remaining three Ordinances on second reading, adoption of two Ordinances I <br />on third and final reading, and adoption of the remaining six Resolutions, <br />and Mr. Thomaides seconded the motion, which passed unanimously (Mr. <br />Mihalkanin abstaining from Item 24, adoption of Resolution regarding Texas <br />State UniversitYi Mr. Taylor and Mr. Guerrero abstaining from Item 16, <br />approval of minutes of Regular Meeting held October 11, 2004). The <br />captions of the Ordinances and Resolutions read as follows: <br /> <br />Approval of Ordinances on second reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ORDAINING THE CITY'S PARTICIPATION IN THE TEXAS ENTERPRISE ZONE <br />PROGRAM PURSUANT TO THE TEXAS ENTERPRISE ZONE ACT, CHAPTER 2303, <br />TEXAS GOVERNMENT CODE i PROVIDING FOR TAX INCENTIVES; DESIGNATING A <br />LIAISON FOR COMMUNICATION WITH INTERESTED PARTIES; NOMINATING A <br />MANUFACTURING FACILITY PROJECT IN SAN MARCOS PROPOSED BY GENLYTE <br />THOMAS GROUP, LLC, WIDE-LITE DIVISION, TO THE OFFICE OF THE GOVERNOR, <br />DIVISION OF ECONOMIC DEVELOPMENT AND TOURISM, THROUGH THE ECONOMIC <br />DEVELOPMENT BANK AS AN ENTERPRISE PROJECTi INCLUDING PROCEDURAL <br />PROVISIONSi AND DECLARING AN EFFECTIVE DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS'I <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 111.411 ACRES, MORE <br />OR LESS, LOCATED IN THE 2600 - 3000 BLOCKS OF OLD BASTROP HIGHWAY <br />(HIGH SCHOOL TRACT) i APPROVING A SERVICE PLAN FOR THIS TRACT i AND <br />INCLUDING PROCEDURAL PROVISIONS. <br />
