<br />(b) To be eligible for appointment and continued service on the commission, all of <br />the commission members except one will reside and own real property in the city, <br />and the remaining members will reside and own real property in the city's <br />extraterritorial jurisdiction. To be eligible for election and continued service as <br />chair of the commission, a commission member must reside in the city. <br /> <br />I <br /> <br />( c) The council will seek to ensure broad representation and expertise in making <br />appointments to the planning and zoning commission. <br /> <br />(d) Three members of the planning and zoning commission are appointed ffi <br />.^...ugust of each year for staggered three-year terms beginning in November ofthat <br />yeaf, with one-third to be appointed each year on a continuing basis. <br /> <br />(e) A newly appointed regular member, to be qualified to take office, must have <br />attended an orientation meeting with the director of planning and development <br />services, and must have attended a seminar on land use, environmental and <br />planning issues approved by the director. Attendance at required training before a <br />person is appointed as a member must have occurred within three years prior to <br />the appointment for the training to satisfy these requirements. The director will <br />advise newly appointed members who do not already meet these requirements of <br />the date and location of approved seminars, and will facilitate their registration <br />and attendance at the seminars. The members are entitled to reimbursement for <br />reasonable costs of attendance. If a newly appointed member does not already <br />meet these attendance requirements at the time of appointment, and the member <br />fails to fulfill these attendance requirements within six months of being appointed, <br />the appointment is automatically rescinded and the city council will make a new <br />appointment. <br /> <br />I <br /> <br />SECTION 3. Section 2.211 of the City Code is amended as follows (underlining <br />indicates added text; overstrike indicates deleted text): <br /> <br />Sec. 2.211. Established; composition; appointment of members. <br /> <br />(a) There is established the Main Street advisory board. The board is composed of <br />15 members appointed by the city council, ten of whom must be citizens of the <br />city and five of whom may be persons who either own property in the city and/or <br />who operate a business in the city. Membership will be widely representative of <br />the community, including but not limited to downtown business owners, <br />downtown building owners, downtown association leaders, city officials, county <br />officials, architects, chamber of commerce leaders, bankers, attorneys, historical <br />group leaders, interested citizens and media representatives. <br /> <br />(b) Members are appointed to three-year staggered terms with the terms of one- <br />third of the members expiring each April 30th year. The members will, at their <br />first meeting in May of each year, elect a chairperson, vice-chairperson and clerk. <br />They may elect other officers and form committees as they may determine <br /> <br />I <br /> <br />2 <br />
