The <br />Council then voted unanimously for adoption of the Ordinance on emergency. <br /> <br />I <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, <br />WATERWORKS AND WASTE WATER SYSTEM REVENUE REFUNDING AND IMPROVEMENT <br />BONDS, SERIES 2004A; PROVIDING FOR THE SECURITY FOR AND PAYMENT OF <br />SAID BONDS; PRESCRIBING THE FORM OF SAID BONDS; AWARDING THE SALE <br />THEREOF; APPROVING THE OFFICIAL STATEMENT; AND ENACTING OTHER <br />PROVISIONS RELATING TO THE SUBJECT. <br /> <br />Mr. Guerrero moved for adoption of the Ordinance on emergency, and Mr. <br />Thomaides seconded the motion. Mr. O'Leary stated this Ordinance is <br />authorizing the issuance and sale of waterworks and wastewater system <br />revenue refunding and improvement bonds, which included $5,314,000.00 for <br />wastewater utility system improvements and $8,153,000.00 for water utility <br />system improvements. Dan Wegmiller, First Southwest Company, provided the <br />Council with a summary of rating for the sale, which sold this morning. <br />He stated Standard & Poors gave the City an A rating and Moody's gave the <br />City an A2 rating. He stated the bonds were sold today at a 4.11% I <br />interest rate. Rick Fisher, Fisher and Newson, provided a handout of the <br />pricing and insurance requirements and stated the Council would need to <br />amend the Ordinance to include the pricing and insurance requirements. <br />Mr. Mihalkanin moved to amend the Ordinance to read as read into the <br />record by bond counsel Rick Fisher and attached here to, and Mr. Thomaides <br />seconded the motion, which passed unanimously. The Council then voted <br />unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AMENDING CITY CODE SECTION 2.366 TO REVISE THE COMPOSITION OF THE <br />ANIMAL SHELTER ADVISORY COMMITTEE; INCLUDING PROCEDURAL PROVISIONS; <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Guerrero moved for adoption of the Ordinance on emergency, and Mr. <br />Diaz seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2004-2005 BUDGET TO PROVIDE FUNDING FOR LEGAL <br />SERVICES FOR CONTRACT NEGOTIATIONS FOR THE OPERATION OF THE WATER <br />
