Thomaides moved for approval of the Ordinance on first reading and Mr. Diaz seconded the motion. Mr. O'Leary stated this Ordinance is for a budget amendment to provide funds for legal counsel for contract negotiations. He stated the legal cost has exceeded the original estimated cost for negotiations. He stated the new estimated cost for negotiations with the two proponents are $140,000.00 to $160,000.00, plus this additional $95,000.00. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Narvaiz introduced for consideration approval of minutes of the Regular Meeting held October 25, 2004, approval of six Ordinances on second reading, adoption of five Ordinances on third and final reading, and adoption of nine Resolutions, on consensus. The Council removed Item 20, approval of an Ordinance on second reading, and Items 31, 32, 34, 35, 37 and 39, adoption of Resolutions, to be considered separately. Mr. Thomaides moved for approval of minutes of the Regular Meeting held October 25, 2004, approval of the remaining five Ordinances on second reading, adoption of five Ordinances on third and final reading, and adoption of the remaining three Resolutions, and Mr. Guerrero seconded the Imotion, which passed unanimously (Mr. Mihalkanin abstaining from Item 24, approval of Ordinance on second reading regarding Texas State University and Item 37, adoption of Resolution regarding Texas State University). The captions of the Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE TO CHANGE THE 1000 BLOCK OF ADVANCE STREET FROM "NO PARKING ANYTIME" TO "NO PARKING ANYTIME - TOW AWAY"; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING REINVESTMENT ZONE NO. 18 FOR TAX ABATEMENT PURPOSES PURSUANT TO CHAPTER 312 OF THE TEXAS TAX CODE, CONSISTING OF 5.0 ACRES OF PROPERTY, MORE OR LESS, LOCATED IN THE 1300 BLOCK OF WONDER WORLD DRIVE; MAKING STATUTORY FINDINGS; AND INCLUDING PROCEDURAL PROVISIONS. I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE TO CHANGE THE TIME LIMIT ON THE PARKING SPACES ON THE EAST SIDE OF THE 300 BLOCK OF NORTH GUADALUPE STREET FROM 15 MINUTES TO ONE HOUR, INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
