Mr. Taylor inquired what would happen when a voter would go to vote, and votes a straight party ticket on the Federal election. Would the City ballot automatically pop up. Janis Womack, City Clerk, stated the voter would vote the straight party vote and then have to scroll through screens until they find the nonpartisan election ballot. He stated he supports holding another public hearing. Mayor Narvaiz stated she supports anything which will increase participation. She stated she supports changing the City elections to November. She stated she supports holding another public hearing. The Council agreed by consensus to hold another public hearing. Mr. Mihalkanin stated he would like the City Clerk to provide Council with information of the number of cities who have discussed changing their elections to November and the results of their discussions. Mayor Narvaiz introduced the City Council's Report. 1) Mr. Mihalkanin stated November 8, 2004, begins the evaluation process for the City Council Appointees. 2) Mayor Narvaiz stated the Resolution the City provided to the Texas Municipal League regarding City/University drainage infrastructure, fire, police, street and roads fees was supported. IMayor Narvaiz introduced an Executive Session pursuant to the Government Code, Section 551.071, to seek the City Attorney's advice regarding pending litigation, contemplated litigation, a settlement offer, or a matter involving attorney-client privilege (City vs. Mitchell Center; Hispanic Chamber of Commerce economic and tourism development contracts); Section 551.074, to discuss evaluation of public officers (City Manager, City Attorney, City Clerk, Municipal Court Judge); and Section 551.087, to discuss commercial or financial information the City has received from a business prospect that the City seeks to have locate, stay or expand in or near the City and with which the City is conducting economic development negotiations, or to deliberate the offer of a financial or other incentive to such a business prospect (Hotel and Conference Center Project; office equipment/furniture retailer prospect). Mr. Mihalkanin moved the Council adjourn into Executive Session at 11;35 p.m. and Mr. Guerrero seconded the motion, which passed unanimously. Mayor Narvaiz introduced for consideration action or direction to Staff on matters discussed in Executive Session. Mr. O'Leary stated Council Iprovided direction regarding the Mitchell Center. He also stated the Council gave direction to proceed with an economic development prospect. He also stated the Council provided an Evaluation Schedule for the Appointees.
