Mr. Bose stated he supports <br />leaving the City elections in May. Mr. Taylor inquired what would happen <br />when a voter would go to vote, and votes a straight party ticket on the <br />Federal election. Would the City ballot automatically pop up. Janis <br />Womack, City Clerk, stated the voter would vote the straight party vote <br />and then have to scroll through screens until they find the nonpartisan <br />election ballot. He stated he supports holding another public hearing. <br />Mayor Narvaiz stated she supports anything which will increase <br />participation. She stated she supports changing the City elections to <br />November. She stated she supports holding another public hearing. The <br />Council agreed by consensus to hold another public hearing. Mr. <br />Mihalkanin stated he would like the City Clerk to provide Council with <br />information of the number of cities who have discussed changing their <br />elections to November and the results of their discussions. <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Mihalkanin <br />stated November 8, 2004, begins the evaluation process for the City <br />Council Appointees. 2) Mayor Narvaiz stated the Resolution the City <br />provided to the Texas Municipal League regarding City/University drainage <br />infrastructure, fire, police, street and roads fees was supported. <br /> <br />IMayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding <br />pending litigation, contemplated litigation, a settlement offer, or a <br />matter involving attorney-client privilege (City vs. Mitchell Center; <br />Hispanic Chamber of Commerce economic and tourism development contracts); <br />Section 551.074, to discuss evaluation of public officers (City Manager, <br />City Attorney, City Clerk, Municipal Court Judge); and Section 551.087, to <br />discuss commercial or financial information the City has received from a <br />business prospect that the City seeks to have locate, stay or expand in or <br />near the City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (Hotel and Conference Center Project; office <br />equipment/furniture retailer prospect). Mr. Mihalkanin moved the Council <br />adjourn into Executive Session at 11;35 p.m. and Mr. Guerrero seconded the <br />motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 12:36 a.m. and Mr. Guerrero <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration action or direction to Staff on <br />matters discussed in Executive Session. Mr. O'Leary stated Council <br />Iprovided direction regarding the Mitchell Center. He also stated the <br />Council gave direction to proceed with an economic development prospect. <br />He also stated the Council provided an Evaluation Schedule for the <br />Appointees. <br />
