The Center has informed the Staff they no longer operate <br />the Crisis Hotline Program and request the entire $42,00.00 be used for <br />the Substance Abuse Program. He stated the Human Services Advisory Board <br />recommends either funding another crisis hotline service provider or <br />reallocating the $15,000.00 to another social service agency. Mr. <br />Thomaides stated he supports the Human Services Advisory Board <br />recommendation. Mr. Diaz stated he would like to see the Hays/Caldwell <br />Council reapply for the $15,000.00 funding. The Council agreed by <br />consensus to follow the recommendation of the Human Services Advisory <br />Board. <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding retail economic <br />development and recruiting and direction to Staff. Mr. Thomaides stated <br />he, Mr. Diaz, Mr. Guerrero and Mr. O'Leary attended a seminar at the Texas <br />Municipal League Conference regarding retail economic development. He <br />provided the Council with some information from Buxton Identifying <br />Customers. He stated he feels the City should have information like this. <br />He also stated there will be a retail conference in May, where the City <br />can go and talk to these retailers. He stated he is interested in creating <br />a policy of retail economic development. Mr. Mihalkanin stated he <br />supports developing standards and rules for economic development. Mr. <br />Guerrero inquired whether Staff could provide an economic development <br />policy and guideline in-house. Mr. O'Leary stated he does not feel Staff <br />could develop a policy and guideline in-house. He stated the City of New <br />Braunfels hired Buxton Identifying Customers to create retail economic <br />development, and he would like to contact them regarding their experience. <br />The Council agreed by consensus to contact the City of New Braunfels. The <br />Council also agreed by consensus for Staff to work with the economic <br />development director in developing an economic development policy. <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding the City election date and <br />direction to Staff. Mr. Diaz stated he is in favor of the Council <br />pursuing changing the City election to November. Mr. Guerrero stated he <br />is not totally convinced changing the City election to November is the <br />right thing to do. He stated he would like to hold another public <br />hearing. He also stated he would like to hear from the President of the <br />Associated Student Government from Texas State, the President of the <br />Student Foundation from Texas State and the Student Body President of San <br />Marcos High School. Mr. Mihalkanin stated the City should hold their <br />elections in May for several reasons: (1) to avoid City Council candidates <br />from having to compete with County, State and National offices during a <br />November election, (2) to avoid the additional cost and demand of a <br />November election for Council candidates having to compete with other <br />races, and (3) to avoid Council from getting involved in political <br />partisan disputes. He also stated he supports holding another public <br />hearing. Mr. Thomaides stated he does not support changing the City <br />election to November. He stated he also feels Council candidates will be <br />drawn into the political parties. He stated he has concerns about the <br /> <br />I <br />
