<br />Regular Meeting <br /> <br />November 8, 2004 <br /> <br />49. <br />Page 17 <br /> <br />IAYE: <br /> <br />NAY: <br /> <br />Diaz, Guerrero, Narvaiz, Thomaides, Bose and Taylor. <br /> <br />None. <br /> <br />ABSTAIN: Mihalkanin (affidavit-business entity filed with City Clerk) <br /> <br />Mayor Narvaiz introduced for consideration Item 39, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT BETWEEN THE CITY AND HAYS COUNTY FOR THE CITY'S <br />PROVISION OF LIBRARY SERVICES; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE CONTRACT ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution, and Mr. Mihalkanin <br />seconded the motion. Mr. O'Leary stated the adoption of this Resolution <br />will allow county residents to use the City Library without paying a <br />higher charge. He stated the County pays to allow for these services. <br />The Council then voted unanimously for adoption of the Resolution. <br /> <br />IMayor Narvaiz introduced a discussion regarding Rio Vista Terrace Roadway <br />and Utility Improvements Project and direction to Staff. Mr. Diaz stated <br />he has been contacted by several citizens regarding this area. Laurie <br />Anderson, Director of Engineering, stated the Rio Vista Project is the <br />project which the City is replacing water, wastewater and installing new <br />storm sewer system, as well as redoing the streets in the Rio Vista <br />Terrace neighborhood. She stated currently the surveying is being done <br />and is scheduled to be complete in December. She also stated the design <br />work will be done in-house starting in December of 2004. She also stated <br />Staff has already held meetings with neighborhood representatives and <br />comment forms were provided. She also stated there will be several <br />neighborhood meetings during the design phase. She stated she anticipates <br />construction to begin in the fall of 2005. Mayor Narvaiz inquired as to <br />communication with the citizens. Ms. Anderson stated Staff is coordinating <br />communication with the Neighborhood Representatives, hand-delivered flyers <br />to each resident in the area and publishing information in the newspaper. <br /> <br />Mayor Narvaiz introduced a discussion regarding fiscal year 2005 social <br />service funding for the Hays/Caldwell Council on Alcohol and Drug Abuse <br />Crisis Hotline Program and direction to Staff. Mr. O'Leary stated the <br />IcounCil appropriated $42,000.00 to the Hays/County Council on Alcohol and <br />Drug Abuse Center during the fiscal year 2005 budget process based on a <br />recommendation provided by the Human Services Advisory Board. He also <br />stated the appropriation was intended to contribute $27,000.00 to the <br />Center's Substance Abuse Program and $15,000.00 to the Center's Crisis <br />
