The project must be consistent with the City's Master Plan and meet the requirements of all <br />applicable ordinances including the zoning ordinance, subdivision ordinance, building codes and related <br />development ordinances. <br /> <br />2. In addition to the minimum requirements stated above, the following criteria will be considered in <br />determining the level of incentives that will be provided to the applicant: <br /> <br />a. Creates infill development on vacant land in developed portions of the city. More specifically, it <br />"fills in" skipped over areas that are already development within the City Additionally infill includes <br />development that is adjacent to already developed land <br /> <br />b Expands the local tax base <br /> <br />c. Provides affordable housing For this program "affordable" means that a family whose income is <br />60% of the median income for Hays County, based on family size, can qualify for a loan to purchase the <br />housing. <br /> <br />d. Satisfies other housing needs of the community <br /> <br />e Proposes compatible land uses within a neighborhood. <br /> <br />f. Exemplifies high quality development. <br /> <br />g. Project location is within a preferred growth area. <br /> <br />h. Does not duplicate housing of a type, price, and location already being provided by the private <br />sector without incentives <br /> <br />I 3. Preference will be given to applicants who use local suppliers, contractors and labor force, <br /> <br />Types of Incentives <br /> <br />City-Wide Incentives <br /> <br />It is the intent of the City of San Marcos to offer incentives on a case-by-case basis so that the total <br />package of incentives may be designed specifically for each project that is proposed. This approach will <br />allow the City the maximum flexibility necessary to satisfy the unique needs and concerns of each applicant <br />and the needs and concerns of the City and its citizens. <br /> <br />The criteria outlined above will be used to determine whether or not it is in the best interests of the <br />City of San Marcos to provide any incentives to a particular applicant. The extent to which a proposed <br />project furthers the goals and objectives of the City of San Marcos and the projected impact of the project on <br />the City will be used to determine the types and value of the incentives provided. <br /> <br />The following incentives may be requested by the applicant and are subject to approval by the City <br />Council, at the Council's sole discretion: <br /> <br />a. Reduction, elimination, deferred payment or reimbursement of building permit fees, plan review <br />fees and contractor licensing fees. <br /> <br />b. Reduction, elimination, deferred payment or reimbursement of processing fees for subdivision, <br />zoning or land use amendments. <br /> <br />I <br /> <br />c.
