Reduction, elimination, deferred payment or reimbursement of landscaping, tree preservation or <br />impact fees. <br /> <br />e. Reduction, elimination, deferred payment or reimbursement of utility tap fees <br /> <br />f. Public participation in, or financing of, specific water, wastewater, drainage, street or electrical <br />system improvements. <br /> <br />g Initiation of a municipal assessment program to pay for the costs of certain public improvements. <br /> <br />h. Establishment, where legally allowed, of special districts such as public improvement districts or <br />tax increment financing districts <br /> <br />Neighborhood Enhancement Program Incentives <br /> <br />To foster affordable housing and neighborhood enhancement, the City of San Marcos has developed an <br />incentive program targeted to housing builders. The City will rebate funds to builders upon sale of a home <br />meeting a targeted price point in a targeted area of the City. Because the price point may vary with the area <br />targeted, builders should check with City staff for the current targeted areas and price points. Fees to be <br />rebated include tap, construction permit, site development permit, plan review, subdivision processing, <br />zoning, land use review, engineering review and impact. A cap for all fees rebated not to exceed $5,000 will <br />be imposed Another incentive for this program will include fast-track permitting/plan review. In order to be <br />eligible for the rebate, completed homes on infill lots should cost no more than the targeted price point, <br />including the lot cost, and be turn-key construction. No maximum/minimum home size or homebuyer <br />income limits will be imposed for the Neighborhood Enhancement program <br /> <br />Application Procedures <br /> <br />1. Any person, organization, joint venture, partnership, association, or corporation desiring that the City of <br />San Marcos consider providing incentives to encourage new housing development or redevelopment within <br />the City limits or the extraterritorial jurisdiction of San Marcos shall be required to comply with the following <br />application procedures. <br /> <br />a. Applicant shall file an application on a form provided by the City. <br /> <br />b. Applicant shall provide a plat showing the precise location of the property, all roadways within 200 <br />feet of the site, and all existing zoning and land uses on the site. <br /> <br />c. A complete legal description of the property <br /> <br />d. A brief description of the proposed development or redevelopment project, anticipated project <br />costs, estimated development schedule, projected construction start date, and the total value of proposed <br />improvements. <br /> <br />e. The type and total value of incentives being requested. <br /> <br />f. The applicant shall provide any other information about the proposed project which may be <br />required by the City. <br /> <br />2. The application will be reviewed by staff for completeness and accuracy and comments will be received <br />from appropriate departments. Once this information is compiled, the application, review comments and <br />recommendation will be forwarded to the members of the City Council After the review by the City Council <br />members, additional information may be requested of the applicant. <br /> <br />3.
