He stated <br />Ihe feels the election date change should occur by Charter Amendment, which <br />allows the citizens to vote on the issue. Mr. Mihalkanin stated if you <br />have an election where the highest number of votes wins, it actually <br />changes the outcome, and the ease of having multiple candidates run <br />creates two chances. He stated he feels by changing an election to <br />November could have decisive effects. He also stated he is concerned that <br />this election date change was provided by Legislature and not by the <br />citizens of San Marcos. He stated he does not feel the election date <br />change gives the City a real cost savings. He stated he feels the <br />election date change would have an effect on the Budget process and the <br />Board and Commission appointment process. He stated he also feels moving <br />the elections to November would cause an increased cost to the candidates, <br />longer ballots and an increase in partisanship. Mayor Narvaiz stated the <br />State provides four uniform dates for elections. She also stated there <br />may be an interest at the State level to minimize the four dates to two <br />dates. Mr. Mark Taylor stated currently there are two of the four dates <br />available for the City to hold its General Election, and for Special <br />Elections, there are four dates. He stated the City can only choose from <br />the November or May dates for the General Election. Mayor Narvaiz stated <br />there is a Legislative bill that is asking for all Municipal Elections to <br />be held in May. She provided the Council with the 2004 results and a <br />Ispreadsheet of the precincts that were entirely in the City of San Marcos. <br />She stated there was a 49.9% turnout in San Marcos for this past November <br />election, and the last City election in May had a ten percent turnout. She <br />stated if municipalities combine their elections with the counties and <br />share joint ballots on the new voter election equipment, the new equipment <br />will alert you if you under vote. She also stated you can choose to have <br />two ballots, one for the national election and one for the local election. <br />She stated she feels by changing the election date to November more <br />students will participate, the South side might have greater influence and <br />voter turnout will increase. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Diaz, Narvaiz, Guerrero and Taylor. <br /> <br />NAY: <br /> <br />Mihalkanin, Thomaides and Bose. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE ORDINANCE THAT REVISED THE APPOINTMENT SCHEDULE FOR CITY <br />BOARDS AND COMMISSIONS TO MODIFY THE TRANSITION PROVISIONS FOR <br />
