<br />151 : <br /> <br />RESOLUTION NO. 2004-199R <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS ESTABLISHING <br />THE POSITION OF STUDENT LIAISON TO THE <br />CITY COUNCIL; AND DECLARING AN <br />EFFECTIVE DATE <br /> <br />RECITALS: <br /> <br />WHEREAS, the Associated Student Government (the "ASG") of Texas State <br />University-San Marcos (the "University") has submitted a resolution to the City Council, <br />a copy of which is attached, requesting that an official position of "Student Liaison to the <br />City Council" be created; and <br /> <br />WHEREAS, the University student population and permanent residents of the <br />San Marcos community have shared the City since 1899; and <br /> <br />WHEREAS, the University is the largest employer in the City, and University <br />and student expenditures comprise a significant segment of the City's economy; and <br /> <br />I <br /> <br />WHEREAS, the City Council recognizes that a broad array of issues exists <br />concerning the City, University students, and the University as an institution, such as City <br />ordinances, traffic issues, neighborhood integrity, parking, spending, and expansion of <br />the University and the City; and <br /> <br />WHEREAS, throughout the years the relationship between established City <br />residents and the ever changing University student population has often become strained; <br />and <br /> <br />WHEREAS, no formal communication exists to provide a constant steady line of <br />communication between the City and the University student community; and <br /> <br />WHEREAS, the City Council recognizes that greater communication between <br />University students and the City Council would help address these issues, resolve <br />conflicts, and provide a forum for discussion; and <br /> <br />WHEREAS, the establishment of a position of Student Liaison to the City <br />Council would contribute to establishing such communication, formulating fair, <br />constructive, and acceptable solutions, and nurturing the student-to-City relationship; and <br /> <br />I <br /> <br />WHEREAS, the City/Texas State University-San Marcos Liaison Committee <br />(the "Liaison Committee") was created to establish a formal line of communication <br />between the City, the University, and University students; and <br />
