<br />WHEREAS, the Liaison Committee's functions would easily and naturally <br />accommodate the appointment of the Student Liaison to the City Council; and <br /> <br />I <br /> <br />WHEREAS, the City Council wishes to establish the position of Student Liaison <br />to the City Council as described in this Resolution; now therefore <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br /> <br />PART 1. The City Council hereby establishes the official position of "Student <br />Liaison to the City Council". <br /> <br />PART 2. The Liaison Committee is authorized to promulgate application forms, <br />recruit applicants, and accept applications for qualified University students to serve as the <br />Student Liaison to the City Council. <br /> <br />PART 3. The Liaison Committee is authorized to appoint a qualified University <br />student to serve as the Student Liaison to the City Council. Appointments will be made <br />for a term determined by the Liaison Committee and the ASG. The Liaison Committee <br />will notify the City Council of each appointment, including the term of the appointment. <br /> <br />PART 4. The Student Liaison to the City Council will be permitted to attend the <br />public portion of all City Council meetings, with the opportunity to comment on matters <br />before the Council, but having no vote, and the Student Liaison shall have a seat at the <br />Council dais. The Student Liaison to the City Council may attend all other public <br />meetings of City boards and commissions that involve the University or University <br />students, and may offer comments on matters at the meetings on the same basis as <br />members of the public. <br /> <br />I <br /> <br />PART 5. The Student Liaison to the City Council will be a representative of the <br />ASG and must speak and act in this capacity and not on behalf of the Student Liaison's <br />own personal preferences or opinions. <br /> <br />PART 6. On occasions or during periods of time that the appointed Student <br />Liaison is not available, the University Student Body President or his/her designee is <br />authorized to act in the place of the Student Liaison to the City Council. <br /> <br />PART 7. The Student Liaison to the City Council may be removed from the <br />position by the Liaison Committee in a manner determined by the Liaison Committee. In <br />the case of removal of the Student Liaison to the City Council, the Liaison Committee <br />will appoint a new Student Liaison. <br /> <br />PART 8. Service as Student Liaison to the City Council is a privilege and not a <br />right. The City Council may request that the Liaison Committee remove the Student <br />Liaison to the City Council. Any such request will be in writing and supported by good <br />cause. Pending a decision on such a request, the City Council may suspend the Student <br /> <br />I <br /> <br />2 <br />
