Mr. Guerrero moved to appoint <br />Monica Becerra as the Downtown representative to fill a vacancy, Mr. <br />Mihalkanin moved to reappoint Robert Mooney as the Heritage Association <br />representative, reappoint Larry Teis as the Texas State University <br />Athletic representative and reappoint Shilpa Amin as the Hotel/ Motel (90 <br />rooms or less) representative, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of five appointments <br />to the Human Services Advisory Board. Mr. Mihalkanin moved to reappoint <br />Toby Hooper, reappoint Donnna Murphee, reappoint Joe A. Gonzales, Mayor <br />Narvaiz moved to appoint Arturo Benavides to fill a vacancy and Mr. <br />Thomaides moved to reappoint Lisa Tansley, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of two appointments to <br />the Blue Ribbon Bond Committee. Mr. Thomaides asked for these appointments <br />to be rescheduled until the next Regular Meeting on September 27, 2004. <br />The Council agreed for consensus to reschedule. <br /> <br />Mayor Narvaiz introduced for consideration approval of two appointments to <br />the Minority Economic Development and Tourism Development Advisory Board. <br />Mr. Mihalkanin moved to appoint Bill Taylor as the Council Member <br />Irepresentat~ve. On roll call the following vote was recorded: <br /> <br />AYE: Dlaz, Guerrero, Mihalkanin, Narvaiz, Thomaides and Bose. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Taylor. <br /> <br />The remaining appointment will be rescheduled. <br /> <br />Mayor Narvaiz introduced a presentation by The Village of San Marcos <br />regarding their site selection. Amy Parham, Executive Director of The <br />Village of San Marcos, provided Council with a handout. She stated two <br />years ago Council recognized the need for a one-stop location for several <br />agencies. She stated last year the Council awarded funds to The Village <br />of San Marcos from CDBG funding for land acquisition. She also stated The <br />Village of San Marcos has chosen 10 acres and has also received a donation <br />from Randall Morris for 19 acres. She stated the closing date for the 10 <br />acres is November 9, 2004. <br /> <br />Mayor Narvaiz introduced a discussion regarding the Transportation <br />IAdVisory Board's roadway right-of-way recommendations. Sabas Avila, <br />Assistant Director of Engineering, provided a power point presentation <br />regarding the Transportation Advisory Board's proposed right-of-way <br />recommendations.
